One of my favourite scenes in Alice in Wonderland is when the Caterpillar asks Alice ‘Who are YOU?’ Having spent the day being shrunk, telescoped, and grown again, Alice is at a loss: ‘I—I hardly know, sir, just at present—at least I know who I WAS when I got up this morning, but I think I must have been changed several times since then.’ During a period obsessed with lineages, classes, and groups, Alice’s inability to slot herself into the correct category feels profoundly transgressive. Her ontological uncertainty—she remarks to the Caterpillar ‘I can’t explain MYSELF…because I’m not myself’—is more mature than the Caterpillar who will, as Alice argues, turn into a chrysalis and then a butterfly. Nobody is one thing for very long.
The same can be said, of course, for confectionary. Periodically, Britain convulses in a fraught debate over the status of the Jaffa Cake. In their commercial form these are rounds of Genoise sponge topped with orange jelly, and covered with chocolate. Supermarkets sell bright blue packets of McVitie’s Jaffa Cakes in the same aisle as Digestive biscuits, Hobnobs, and shortbread. So to the uninformed, the Jaffa Cake is – despite its name – a biscuit.
But is it really? Legally, the Jaffa Cake qualifies as a cake. A long and complicated court case in 1991 ruled in favour of McVitie’s, confirming that the Jaffa Cake is indeed a cake and should not, then, be subject to VAT. Harry Wallop explains:
In the eyes of the taxman, a cake is a staple food and, accordingly, zero-rated for the purposes of VAT. A chocolate-covered biscuit, however, is a whole other matter—a thing of unspeakable decadence, a luxury on which the full 20pc rate of VAT is levied.
McVitie’s was determined to prove it should be free of the consumer tax. The key turning point was when its QC highlighted how cakes harden when they go stale, biscuits go soggy. A Jaffa goes hard. Case proved.
So this is a Cake which looks like a biscuit but is really a cake.

But this ontological uncertainty extends beyond its position as cake or biscuit. Jaffa Cakes are named after Jaffa oranges. (McVitie’s never patented the name Jaffa Cake, so chocolate-and-citrus flavoured confections are often described as ‘Jaffa.’) These were developed in Palestine – in and near the port city of Jaffa – during the 1840s. Sweet, seedless, and with a thick rind which made them perfect for transporting, Jaffa or Shamouti oranges became Palestine’s most important export in the nineteenth century. The arrival of Jewish immigrants in the 1880s and 1890s revolutionised citrus growing in the region. These new arrivals introduced mechanised, ‘scientific’ forms of agriculture, dramatically increasing yields.
By 1939, Jewish, Palestinian, and, occasionally, Jewish and Palestinian farmers working collaboratively, employed altogether 100,000 people, and exported vast numbers of oranges abroad. Britain was a major importer of Jaffa oranges, particularly after Palestine became a Mandated territory under British control in 1923. The Empire Marketing Board – which promoted the sale of imperial produce – urged Britons to buy Jaffa oranges, something picked up by McVitie’s in 1927 with the invention of the Jaffa Cake.

Jaffa oranges were – and, to some extent, are – held up as an example of successful Palestinian and Israeli co-operation during the interwar period. But after 1948, the same oranges became a symbol of Israel itself. Similar to the boycott of Outspan oranges during apartheid, organisations like BDS have urged customers not to buy Jaffa oranges as a way of weakening Israel’s economy and demonstrating their commitment to a free Palestine. (Jaffa oranges are no longer, though, a major Israeli export, and are grown in Spain, South Africa, and elsewhere.)
The changing meanings of Jaffa Cakes – cake, biscuit – and their constituent ingredients – symbol of collaboration, symbol of oppression – show how the categories into which we slot food are themselves constructs. (We could, really, compare apples and oranges.) But also, the Jaffa Cake helps to draw our attention to how taxes, trade agreements, and the politics and practicalities of shipping shape the ways in which we eat, buy, and think about food. Last year, the supremely British McVitie’s – producer of the Jaffa Cake, the most widely recognised biscuit (I mean, cake) in Britain – was sold to Yildiz, a food group based in … Turkey.
There are very few countries, I think, where a satirical news site is frequently mistaken for being entirely serious. Hayibo – the South African equivalent of the Daily Mash or the Onion – must, occasionally, point out to its readers that its stories are made up, rather than real.
Readers can be forgiven for wondering if a report about striking Marikana mineworkers being charged for the Helderberg plane crash is true, when the ANC announces an official policy on the serving of cake at party celebrations. Or if Cosatu officials really did believe they could move into Cape Town stadium, after the ANC Women’s League decided to march against a rude painting of Jacob Zuma, rather than protest the circumstances which allowed for the serial abuse and gang rape of a seventeen year-old mentally incapacitated girl.
A Hayibo post from this week suggests that the ANC’s national conference to be held in December in Manguang, will be replaced by an episode of Come Dine with Me. Instead of conference delegates voting to choose the new leader of the party – and, thus, by default, the next president of South Africa – four contestants will compete in a series of dinner parties:
The cookery show…will feature President Jacob Zuma take on rival Kgalema Motlanthe, former ANC Youth League leader Julius Malema and Proteas batsman Hashim Amla.
When asked why Amla, a cricketer, was suddenly a contender for the top leadership position in the ANC, BBC producer Cokey McLush shrugged and said ‘Everyone loves that geezer, yeah?’
The four will each host a dinner party on successive nights, and after each dinner will rate the host on his evening. ‘The winner walks away with Pick ‘n Pay vouchers worth R5000, as well as obviously the complete control of South Africa’s political space, so there’s a lot to play for,’ explained McLush.
It would all be much more amusing were it not so very, very serious. I was thinking about food and South African politics this week, after the Mail and Guardian produced a handy interactive guide to the development of Nkandla, the village in which Zuma’s private residence is based.
The Nkandla scandal has rocked South African politics and civil society over the past few weeks, as the City Pressrevealed that the Department of Public Works has committed to spending R203 million – about US$23 million or £14 million – of public money, not only in developing this village in rural KwaZulu-Natal, but in building Zuma’s increasingly elaborate home.
South African Wonder Woman-incarnate Thuli Madonsela, the Public Protector, has announced an investigation into the development. Despite her interest and increasing public outrage, the government remains unrepentant: it has declared Nklandla a ‘national key point’, meaning that it comes under security legislation and can’t be reported on; the Minister for Public Works, Thulas Nxesi, declared at a press conference that ‘questioning the need for spending hundreds of millions of rands in Nkandla showed insensitivity to the cultural diversity of South Africa’; and the state has launched an investigation into how the City Press got hold of the documents which revealed the scale of the spending at Nklandla.
Not for nothing has Nkandla been nicknamed ‘Zumaville’. The M&G’s guide reveals how the village will be transformed with new roads, housing, and a shopping centre. Zuma’s own residence will have two helicopter landing pads, a football pitch, tennis court, and underground bunkers. (Remembering, of course, that he has two official houses, one in Pretoria and the other in Cape Town.) I was intrigued by the fact that a vegetable garden has also been included in the development.

The vegetable garden is outside the main security zone, but still inside the outer fence, making it accessible for the people who tend it without a need for them to use the front entrance of the compound. The public works department says food security was identified as a potential security threat for President Jacob Zuma and visiting dignitaries, which means the establishment of the garden may have been state-funded.
I am all for heads of state planting vegetable gardens: I think it’s an excellent idea, particularly as a means of encouraging people to grow their own food. I wish more presidents and prime ministers would plant vegetables to show their commitment to feeding their families healthily and relatively cheaply. But I have a couple of reservations about this garden.
Food security as an umbrella term includes: (i) the availability of food that is nutritious and safe; (ii) an assured ability to procure and acquire food of good quality in a socially acceptable way (e.g. without resorting to emergency food supplies, scavenging, stealing or similar coping strategies). In contrast, food insecurity exists when food is not easily accessible and households have difficulty securing adequate food.
The authors of the paper argue that although food insecurity declined in South Africa between 1995 and 2008 – due partly to the social grants system and the work of the National School Nutrition Programme – one third of South African children do not eat an adequately varied diet, and 18% of them are malnourished:
Our findings show that the nutrient density of the diet consumed by South African children is insufficient to meet their nutrient requirements. Similarly, they have shown alarmingly low food variety and household dietary diversity scores, both of which have been positively related to children’s nutritional status. … Hence, stunting still affects a large proportion of children.
One of the main reasons for food insecurity in South Africa is poverty and, partly as a result of this, the country’s population is at risk of becoming even more insecure. A 2009 report on food security published by the Human Sciences Research Council notes:
Rising food prices, particularly of maize and wheat which are the staple diet of the poor in South Africa, pose serious problems for the urban and rural poor as most are net buyers of food. Recent information from the Food and Agriculture Organisation…suggest that food prices will increase steadily over the next decade even if there are some fluctuations and the occasional drop in prices. Given increasingly strong linkages between the local level and national and international commodity chains and economic networks, even remote rural households in South Africa are affected by changes in these networks. Unless there are new policy directions, poor households will increasingly be forced to allocate a greater proportion of their expenditure to food, with the result that diets will become less diverse, lower in quality, and energy intake (calories consumed) will drop as people try to cope with the situation. Most severely affected will be the chronically urban and rural poor, the landless and female headed households.
Although the government deserves praise for reducing levels of hunger in South Africa, far too many people, particularly children, don’t have adequate access to food. Indeed, it would appear that with rising food prices internationally, there is a risk that the country may become more food insecure.
To justify the public funding of a vegetable garden for the president’s private residence on the grounds of ‘food security’ is deeply offensive to the numbers of South Africans who can’t afford to feed themselves and their families properly. If the president and the Department of Public Works were genuinely interested in reducing food insecurity in the region, it would make far better sense for them to plant a larger, communal garden for all of Nkandla’s residents.
My second problem with Zuma’s vegetable garden is the very dubious way in which it’s been funded. There is a link between poor governance and food insecurity. One of the best recent examples of how corruption impedes food distribution occurred in Uttar Pradesh. Throughout India, only 41 per cent of the food intended for the very poor by the Food Corporation of India – the government agency established in 1965 to ensure India’s food supply – reaches households. This is due partly to wastage, but also to corruption.
In Uttar Pradesh, though, nearly all food aid was stolen by corrupt officials over the course of three years, as Bloomberg reports:
The scam itself was simple. So much so, that by 2007 corrupt politicians and officials in at least 30 of Uttar Pradesh’s 71 districts had learned to copy it…. All they had to do was pay the government the subsidized rates for the food. Then instead of selling it on to villagers at the lower prices, they sold to traders at market rates.
The irony is that India’s food reserves are full – and there’s more than enough food to go around:
While the Food Corporation of India is required to keep about 32 million metric tons of rice and wheat, bumper harvests have left the country with a stockpile of more than 80 million tonnes, according to the corporation. Stacked in 50-kilogram sacks, the food would reach from Sitapur to the moon, with at least 270,000 bags to spare.
To stop food rotting, the central government lifted a four- year ban on exports of wheat last year. In June, India donated 250,000 tons of wheat to Afghanistan.
But with corrupt officials, there’s no way of guaranteeing that this food will reach the poor. When distribution systems fail, people go hungry – and more than half of India’s children, and 21 per cent of adults, suffer from malnutrition.
This is, admittedly, an extreme example of the implications of corruption for food security, but it demonstrates particularly well how poor governance can impact the lives of the very poor. Given the rising levels of corruption in South Africa, it’s not too much of a stretch to conclude that the government’s good work on reducing hunger has the potential to be reversed if systems are corrupted through bribery, theft, and mismanagement.
It’s an obvious point, but the R203 million set aside for Zumaville could have been used to build roads, railways, food silos, and other infrastructure to improve the distribution of food to rural areas.
Six years ago, Lonmincommissioned a report into the health of the communities in seven villages – including Marikana – around its platinum mines. One of the main findings was that malnutrition was a major problem, and that children had been discovered suffering from kwashiorkor:
an easily prevented condition that occurs when there is insufficient protein in the diet. Kwashiorkor is more common in countries in a state of political unrest, or where there has been a drought or natural disaster.
Why the president feels that he and his guests deserve a state-funded vegetable garden when South African children are suffering from a condition associated with failed states, is utterly beyond me.

The television series which I most I want to watch at the moment is Girls. Written by and starring Lena Dunham, it follows the exploits of four young women in New York. Unlike Sex and the City, to which it is usually compared, its success is based partly on how truthful its depiction of the characters’ experience of living in New York is: that it is expensive, and not particularly glamorous. It portrays sex and relationships wincingly realistically.
I’m interested in Girls not only because it looks fantastically entertaining: it seems to me to be part of a new kind of feminism which has emerged over the past few years.
In a pair of articles for N+1, Molly Fischer has taken a look at the rise of the ‘ladyblog’ since the founding of sites like Jezebel and The Hairpin in 2007 and 2008. For many young women, these blogs – and others – have taken the place of women’s magazines. Considerably more intelligent and far better written, ladyblogs take aim at the ways in which women’s magazines create and play on women’s insecurities, as well as the values underpinning them.
But Fischer points out that ladyblogs also peddle femininities which are not always tolerant of dissent, and are often unwilling to engage in debate. She writes about the response to an earlier, more critical post:
When intimacy is your model of success, it becomes easy to assume that everyone is either a friend or a traitor. I had tried to approach the ladyblogs as an observer rather than a participant, but my writing about them in an apparently impersonal public voice, as a woman—which became a woman holding myself apart from their community of women—registered as unacceptable aggression. So, was I a spinster feminist, or just out to impress boys? This was the exact corner of the internet that seemed like it ought to know better.
I was particularly taken by her observation that the blogs’ and their readers’ tendency to refer to themselves as ‘ladies’, rather than ‘women’, signals a kind of discomfort with adult femininity. I think that this is worth exploring. In a review of Sheila Heti’s How Should a Person Be?Katie Roiphecriticises the book – a novel about a group of variously arty people in Toronto – on the grounds that Heti’s behaviour and thinking are not really befitting a thirty-five year-old woman:
One of the salient facts of Heti’s milieu…is the very young quality of the book’s philosophical speculations, the palpable feel of college students sitting on a roof marvelling at the universe and their own bon mots, though Heti herself is 35. …
The perpetual, piquant childishness, the fetishizing and prolonging of an early 20s conversation about the Meaning of Life is central to both the book’s appeal and its annoyingness. Heti’s character is working in a hair salon and thinking a lot about art and how to be ‘the ideal human’ while also hanging out with people so fascinating…that she is recording their every word for posterity.
Young women are mad as hell, and they’re not going to take it anymore.

These young women are irreverent and unashamed of talking openly about sex. They’re less focused on eliminating consumerism or beauty culture than was the Second Wave. They’re quicker to reach out across the social fault lines of race, sex, sexual orientation, disability, and other -isms. They love appropriating pop culture and wielding humour with sly commentaries like the blog Feminist Ryan Gosling or the video Shit White Girls Say to Black Girls. Their multimedia creations make Barbara Kruger’s 1980s sloganeering art (‘Your body is a battleground’) look hopelessly earnest, or earnestly hopeless.
I agree with Fischer’s argument that the use of ‘lady’ and ‘girl’ can signal a strange unwillingness to grow up – explicable, possibly, because it occurs within a wider cultural context which put enormous value on youth and youthfulness – but many of these blogs and other publications write for, and about, ‘girls’ and ‘ladies’ for other reasons. This is a deliberate reclaiming of terms which have been used to diminish, and to put down women.
As Graff makes the point, this most recent feminist wave has managed to negotiate itself out of the depoliticised impasse of third wave feminism, to a position where it expresses a genuine anger at the systematic marginalisation of women. Crucially, it is a feminism which is willing also to act and to protest – and it’s difficult to underestimate the significance of the internet in allowing these women to mobilise. Fischer refers to the emergence of an ‘online womanhood’, and I think that this is an important observation.
But as third-wave feminism was dismissed as ‘lipstick feminism’, this new wave has been dubbed ‘cupcake feminism’. On the one hand, celebrations of Women’s Day and other woman-centred events have been accused of taking the edge off campaigns for issues ranging from equal pay to increasing access to contraception and birth control, by transforming them into fun, cupcake-serving gatherings for ladies.
On the other, though, as ladyblogs have reclaimed the words lady and girl, so, arguably, have they reclaimed the cupcake. This isn’t to suggest, of course, that the popularity of cupcakes isn’t connected, at least to some extent, to a weird infantilisation of women’s food and eating habits. But one of the most interesting features of this new feminist wave is its attitude towards food and eating.
Jane Hu has written about the place of food in Girls:
if we’re looking for what’s truly universal in Dunham’s depiction of young, white, upper-middle-class life in New York City, then maybe the cupcake isn’t such a bad place to start. Eating is, after all, about as universal as it gets. … hunger, in all its manifestations, drives Girls.

The tentative title of Hannah’s memoir-in-progress is, after all, Midnight Snack. A title is supposed to be suggestive and representative of a body of work, but really all Hannah’s (unfinished) Midnight Snack indicates is that she still has not learned how or when to eat like an adult.

This can be read in several different ways. I think that’s it’s worth noting how long the camera lingers on their ice cream-eating. How many series about women depict them eating – and enjoying it, without feeling guilty?
It’s striking how many ladyblogs feature food and recipes. The Flick has a section on food and drink, and Frankie includes at least one recipe per issue, and has several on its blog. Neither views food – as so many women’s magazines do – as something which needs to be limited and controlled. It is to be made and eaten with pleasure.
In a sense, this is a depoliticisation of food: these publications write about food because their readers are interested in it, and may enjoy cooking. It does not diminish them as feminists. They can have their cupcakes and eat them.
At the end of Margaret Atwood’s fantastically brilliant first novel The Edible Woman (1970), her protagonist Margaret McAlpin bakes a cake. Over the course of the book, Margaret – who has a degree, but works for a market-research company in Toronto, and who has a vague sense of dissatisfaction with the direction in which her life is going – becomes engaged to the eligible Peter. As she realises, slowly, that this engagement and marriage will subsume her identity in his – that she will be consumed by it (and by him) – she begins to lose her appetite: first for meat, and then, slowly, for fish, vegetables, bread, and noodles. By the end of the novel, she can’t eat anything. After a crisis, she breaks off her engagement.
She invites him to tea, to explain her decision, and serves him her cake, which she has made in the shape of a woman:
She went into the kitchen and returned, bearing the platter in front of her, carefully and with reverence, as though she was carrying something sacred in a procession, an icon or the crown on a cushion in a play. She knelt, setting the platter on the coffee-table in front of Peter.
‘You’ve been trying to destroy me, haven’t you,’ she said. ‘You’ve been trying to assimilate me. But I’ve made you a substitute, something you’ll like much better. This is what you really wanted all along, isn’t it? I’ll get you a fork,’ she added somewhat prosaically.
Peter stared from the cake to her face and back again. She wasn’t smiling.
His eyes widened in alarm. Apparently he didn’t find her silly.
When he had gone – and he went quite rapidly, they didn’t have much of a conversation after all, he seemed embarrassed and eager to leave and even refused a cup of tea – she stood looking down at the figure. So Peter hadn’t devoured it after all. As a symbol it had definitely failed. It looked up at her with its silvery eyes, enigmatic, mocking, succulent.
Suddenly she was hungry. Extremely hungry. The cake after all was only a cake. She picked up the platter, carried it to the kitchen table and located a fork. ‘I’ll start with the feet,’ she decided.
Later, her flatmate, Ainsley, reappears:
‘Marian, what have you got there?’ She walked over to see. ‘It’s a woman – a woman made of cake!’ She gave Marian a strange look.
Marian chewed and swallowed. ‘Have some,’ she said, ‘it’s really good. I made it this afternoon.’
