It’s Politics, Stupid

One of the most interesting blogs I’ve come across recently is written by the disgraced Labour spin-doctor Damian McBride (who was fired for planning to spread scurrilous rumours about the Tories). His blog offers insight not only into Labour’s last years of power, but also into the functioning of everyday business in Downing Street.

His most recent post, though, is about what he’s giving up for Lent. As someone who’s not at all religious, I’m always taken aback by friends’ declarations of what they won’t be doing or, more usually, eating until Easter. Every now and then I play along, more out of curiosity than anything else. It was rather useful a few years ago for nipping in the bud an incipient addiction to fruit pastilles, but this year I doubt I’ll be joining in.

McBride has pledged to give up the ‘staples of [his] diet’: meat, wheat, and potatoes. Other than the obvious health benefits of drinking less beer and eating less red meat, he’s doing this in solidarity with millions of people living in hunger. He’s not eating meat to draw attention to land grabs; wheat to protest the small number of multinationals which control the trade in grains; and potatoes to show the link between famine and food shortages and big food companies’ refusal to pay their taxes in low- and middle-income nations.

His Lenten self-denial is partly in support of the new anti-hunger If Campaign, launched with some fanfare last month:

As well as more money for nutrition programmes and small-scale farming, the coalition, which includes Oxfam, Save the Children, One, Christian Aid and Tearfund, is calling on the UK government to close loopholes that allow companies to dodge paying tax in poor countries; stop international land deals that are detrimental to people and the environment, and lobby the World Bank to review the impact of its funding for such deals; launch a convention on tax transparency at the G8 to ‘reinvigorate the global challenge to tax havens’; and force governments and investors to be more open about their investments in poor countries. It also wants the UK government to bring forward legislation to enshrine the commitment to spend 0.7% of GNI on aid.

The Campaign is aiming to take its ambitious programme to this year’s G8 Summit, to be held at the luxury golf resort Lough Erne in Northern Ireland. Indeed, it deliberately compares itself to another campaign taken to a G8 meeting at a golf hotel in the northern British Isles: the celebrity-studded Make Poverty History Campaign, which demanded an increase in aid and the writing off of the debt of some of the world’s poorest countries, at Gleneagles in Scotland in 2005.

I am no fan of Bob Geldof, however well-placed his heart may be. I and many other South Africans were irritated by the Campaign’s simplistic characterisation of Africa – that it is a culturally, socially, and politically homogenous place of suffering and disaster, waiting for the benevolent ministrations of a white-suited Geldof and his similarly saintly fellow celebrities. Why were there no African performers at Live 8? Why did poor dear Peter Gabriel feel the need to organise an alternative event at the Eden Project in Cornwall, featuring only African artists?

That said, MPH did achieve some of its goals:

The G8 summit committed to spending an extra $48bn (£30bn) on aid by 2010, and cancelled the debt to 18 of the most indebted countries. Member states recommitted their pledge to spend 0.7% of gross national income on aid, although none has yet achieved the magical figure. The UK government has promised to do so this year.

But poverty has not become history. Early analysis of the If Campaign suggests that with its focus on changing policy, rather than on increasing aid, its chances of success are far higher than MPH. Leni Wild and Sarah Mulley note:

The range of issues it covers – from transparency to tax to agriculture – also look and feel different to the more ‘traditional’ development issues which were the focus of Make Poverty History. The UK public wants to hear more about the role of big business and international corporations – including their tax responsibilities. This is a major plank of the new IF campaign which sets out some clear calls for action and does a good job of communicating these in accessible ways.

I also welcome a campaign which tries to eradicate ‘hunger’ (whatever we may mean by that) by focussing on political solutions: ending tax evasion, preventing land grabs, and drawing attention to the fragility of the international food chain, are all excellent strategies for reducing food insecurity. Making links between poor governance and the functioning of multinationals and malnutrition is a far more effective way of ending famine than generalised campaigns to ‘raise awareness’ about the fact that children go to bed hungry at night. But some have expressed concerns about the campaign.

As Bright Green revealed, the If Campaign was organised by the British Overseas Aid Group (Oxfam, Christian Aid, ActionAid, Save the Children and CAFOD) in close collaboration with the UK’s Department for International Development:

The real scandal of the IF campaign is that it appears to have been shaped more by the desires of the target department than by those of its members, and not at all by the views of its supposed beneficiaries in developing countries. It is constructed around a ‘golden moment’ pro-government PR event intended to ingratiate aid agencies (a large portion of whose funding comes from DfID) with the present rulers, never mind that the agenda of those rulers is implacably opposed to reducing inequality or moderating the global capitalism that causes it.

War on Want has been clear about its reasons for not joining the If Campaign, arguing that that it’s hypocritical for charities to work alongside a government whose ‘austerity programme is driving unprecedented numbers to food banks in Britain’. It notes:

War on Want understands hunger, like all forms of poverty, to be the result of political decisions that are taken by national and international elites, and contested through political action. In this context, the IF campaign is promoting a wholly false image of the G8 as committed to resolving the scandal of global hunger, rather than (in reality) being responsible for perpetuating it. The IF campaign’s policy document states: ‘Acting to end hunger is the responsibility of people everywhere. The G8 group of rich countries, to its credit, shares this ambition and accepts its share of responsibility, having created two hunger initiatives in recent years.; This is a gross misrepresentation, seeing that the governments of the G8 have openly committed themselves to expanding the corporate-dominated food system that condemns hundreds of millions to hunger. Even on its own terms, the IF campaign notes that the G8’s existing initiatives on hunger ‘fall far short of what is required’.

Instead, War on Want advocates a stronger focus on food sovereignty – ensuring that nations are able to feed themselves, and partly through supporting small farmers. (War on Want works alongside La Via Campesina, for instance.) Its point that G8 countries and big business have little interest in food sovereignty is borne out by recent comments made by Emery Koenig, executive vice president and chief risk officer of the massive agriculture business Cargill. He argues that it is food sovereignty that is the ‘true threat to food security’. It’s worth noting that in a time of food crisis, Cargill made profits of $134 billion last year.

In other words, we need far more radical solutions if we’re intent on ending food insecurity. I agree with War on Want’s reservations, and I’d like to add one, further, concern: like MPH, the If Campaign excludes the voices of those in the developing world – those whom it purports to help. Here is no partnership between a consortium of charities and food insecure nations, but, rather, an old-fashioned characterisation of the developing world – Africa in particular – in need of wealthy nations’ charity. This is no attempt to hold African – and other – governments to account for allowing corruption or mismanagement to contribute to malnutrition, nor does it engage with the farmers, producers, and businesses in developing countries involved in the food industry.

In a recent, well-meaning, but disastrous, campaign, Oxfam acknowledged that characterising Africa as a perpetual basket case helps neither African nations, nor those charities working on the continent. It called for Africa’s image to change in the western media. Amusingly, it suggested that Africa should be ‘made famous’ for its ‘landscapes’ rather than ‘hunger’ – indeed, rather than its cities, artists, musicians, entrepreneurs, footballers, writers, researchers

Nigerian blogger Tolu Ogunlesi writes:

who – apart from Oxfam, obviously – really cares, in 2013, what the British public thinks about a continent from which they fled in varying stages of undress? What’s that proverb about crying more than the bereaved? In the 21st century are people still allowed to be zombies gobbling up everything they’re fed by a collaboration of powerful media and NGOs?

I wish … Oxfam the very best. Must be awful to have to take on that job of saving people from self-inflicted ignorance. In an age in which Google, Twitter and the news media lie at most fingertips, delivering, alongside stories of African suffering, narratives of determined recovery from tragedy and technology-driven change and emboldened youth and rising political awareness and growing intolerance for tyranny – is there still room for getting away with blaming [and] with fixating on photos of begging bowls and the oxfamished children attached to them?

His point is that if charities want to make a difference in African countries, they should work alongside African organisations and governments, using African expertise and knowledge:

I think that somehow, the Oxfams of this world get so carried away by the salvation they bring to the helpless peoples of Africa, that they lose sight of the concept of African agency. Once you realise this you understand why Oxfam appears trapped in that irritatingly paternalistic mode of thinking. Saving Africa’s starving children (by providing food) and saving Africa’s saddening image (by providing images of epic landscapes) have this in common is this: they both rely largely on an obliteration of a sense of African agency.

It’s time for the If Campaign to allow Africans – and, indeed, people from other parts of the developing world – to speak, and to help shape foreign interventions in their own regions.

A Hungry World

One of the best parts of teaching a course on African history is being able to introduce students to Binyavanga Wainaina’s amazing essay ‘How to Write about Africa’. In my first lecture, I wanted to emphasise the disconnect between the (powerful) narratives which have been developed about the continent – by travellers, politicians, journalists – and its history, societies, politics, and economics. Wainaina’s achievement is that he draws attention to a range of usually unchallenged assumptions about Africa, and shows them to be ridiculous:

Never have a picture of a well-adjusted African on the cover of your book, or in it, unless that African has won the Nobel Prize. An AK-47, prominent ribs, naked breasts: use these. If you must include an African, make sure you get one in Masai or Zulu or Dogon dress.

In your text, treat Africa as if it were one country. It is hot and dusty with rolling grasslands and huge herds of animals and tall, thin people who are starving. Or it is hot and steamy with very short people who eat primates. Don’t get bogged down with precise descriptions. Africa is big: fifty-four countries, 900 million people who are too busy starving and dying and warring and emigrating to read your book. …

Taboo subjects: ordinary domestic scenes, love between Africans (unless a death is involved), references to African writers or intellectuals, mention of school-going children who are not suffering from yaws or Ebola fever or female genital mutilation.

Recently, there has been a lot of discussion, particularly in the United States, about how the western media covers Africa. Laura Seay writes in an excellent article for Foreign Policy:

Western reporting on Africa is often fraught with factual errors, incomplete analysis, and stereotyping that would not pass editorial muster in coverage of China, Pakistan, France, or Mexico. A journalist who printed blatantly offensive stereotypes about German politicians or violated ethical norms regarding protection of child-abuse victims in Ohio would at the least be sanctioned and might even lose his or her job. When it comes to Africa, however, these problems are tolerated and, in some cases, celebrated. A quick search of the Google News archives for ‘Congo’ and ‘heart of darkness’ yields nearly 4,000 hits, the vast majority of which are not works of literary criticism, but are instead used to exoticise the Democratic Republic of the Congo while conjuring up stereotypes of race and savagery. Could we imagine a serious publication ever using similar terminology to describe the south side of Chicago, Baltimore, or another predominately African-American city?

Similarly, Jina Moore makes the point in the Boston Review that believing that journalists should only report incidents of violence or suffering, instead of other aspects of life on the continent, is

a false choice. We can write about suffering and we can write about the many other things there are to say about Congo. With a little faith in our readers, we can even write about both things – extraordinary violence and ordinary life – in the same story.

These narratives – these stories, these reports and articles about Africa – have a measurable impact on the ways in which the rest of the world interacts with the continent. Tracing a shift in American attitudes towards Africa from around 2000, when concern about the AIDS epidemic was at its height, Kathryn Mathers writes:

Suddenly there were no conversations about new democracies in Africa, or investment opportunities; the potential consumers were represented as too sick to labour, let alone to shop. This became the burden of caring Americans whose consumption practices can give a sick child in Africa ARVs or provide mosquito nets against the ravages of malaria.

To coincide with the final day of the 2012 Olympics, David Cameron and the Brazilian vice-president Michel Temer will host a summit on hunger and malnutrition in the developing world. It will be attended by officials from the US Department of Agriculture and the UK Department of International Development, as well as a clutch of celebrities. As an editorial in the Guardian puts it, ‘when tackling malnutrition involves photo-opportunities with icons such as Mo Farah and David Beckham, it’s hard not to be sceptical’ about the impact that this summit will have.

Although the summit was planned months ago, its timing is particularly apt: the world is facing another food crisis. Since the end of July, it’s become clear that the bumper harvest predicted, globally, for 2012 was not to be – in fact, maize and wheat yields are down. This year’s soybean crop is the third worst since 1964. Reading about this crisis, you’d be forgiven for thinking that it is exclusively the problem of poor nations: we know that Zimbabwe, the Sahel region, the Horn of Africa, and Yemen all face severe food shortages, and that the price of food is increasing in Egypt, Mexico, South Africa, and other middle-income nations.

However, the immediate cause of this food crisis lies far away from the regions worst affected by malnutrition and high food prices: in the United States, which is currently experiencing its worst drought in almost a century. More than half the country’s counties – 1,584 in 32 states, including Iowa, Indiana, Oklahoma, and Wyoming – have been declared disaster areas.

It’s difficult to underestimate just how devastating this drought has been (and is):

Wherever you look, the heat, the drought, and the fires stagger the imagination.  Now, it’s Oklahoma at the heart of the American firestorm, with ‘18 straight days of 100-plus degree temperatures and persistent drought’ and so many fires in neighbouring states that extra help is unavailable. It’s the summer of heat across the U.S., where the first six months of the year have been the hottest on record…. More than 52% of the country is now experiencing some level of drought, and drought conditions are actually intensifying in the Midwest; 66% of the Illinois corn crop is in ‘poor’ or ‘very poor’ shape, with similarly devastating percentages across the rest of the Midwest.  The average is 48% across the corn belt, and for soybeans 37% – and it looks as if next year’s corn crop may be endangered as well. …according to the Department of Agriculture, ‘three-quarters of the nation’s cattle acreage is now inside a drought-stricken area, as is about two-thirds of the country’s hay acreage.’

There are suggestions that the Midwest is in danger of experiencing a second Dust Bowl. But the drought is not limited to the US: unusually dry summers have reduced harvests in Russia, the Ukraine, and Kazakhstan. And the effects of these poor yields will be felt around the world. Even if, as the Financial Times reports, the drought will push up prices of beef, pork, and chicken in the United States and Europe, the countries most at risk of food shortages, and, indeed, of social unrest, are those which rely on food imports to feed their populations.

If rates of malnutrition are to be reduced and food shortages, addressed, then politicians will have to consider them in global context. They will have to rethink America’s energy policies, which have allowed for almost forty per cent of the country’s corn crop to be devoted to ethanol production. They will have to address the impact that financial speculation has on the price of food commodities. A report published by the New England Complex Systems Institute suggests that food price increases are likely to be exacerbated by the unregulated trade in staples like maize and wheat.

Even these measures will not be enough to ensure adequate access to food for all people: we need to find strategies to slow down and mitigate the effects of climate change; social and economic inequality in the developing world must be addressed; land grabs need to be halted; and agricultural policies in sub-Saharan Africa and elsewhere need to favour small farmers.

In the same month in which the tofu industry in Indonesia has threatened to down tools over rising soybean prices, the cost of maize meal is increasing in Mexico, and there were protests in Iran over price of chicken, the grain trader Cargill announced revenues of $134 billion. This state of affairs is not sustainable.

While it’s certainly the case that famine and malnutrition in parts of sub-Saharan Africa are the products of dysfunctional and corrupt governments, it’s also true that as part of a globalised food system, food insecurity in Africa – and the rest of the developing world – is connected to a set of problems which can only be solved on an international scale.

This is, then, a global crisis. But reporting has tended to disassociate its cause and effects: hunger in Africa is reported separately from the drought in the northern hemisphere and the spike in food prices. Cameron’s summit on malnutrition focuses exclusively on the developing world. I think that this is partly as a result of the narratives which inform reporting on these regions: America is an agricultural superpower, while Africa is a site of terminal decline and disaster. It’s worth noting that America’s poor harvest tends to be reported on in the environmental or financial sections of newspapers and websites, while hunger and malnutrition in sub-Saharan Africa and south Asia are relegated to the sections dealing with aid or development. Linking malnutrition in South Sudan to the maize harvest in Indiana would upset these ways of thinking about Africa and the United States.

This week José Graziano da Silva, the Director General of the UN’s Food and Agriculture Organisation, announced that the famine in Somalia has ended. A combination of good rain, the most successful harvest in seventeen years, and the effective dispersal and deployment of food and agricultural aid means that most Somalis now have adequate access to food. But this is likely to be a temporary reprieve: it’s uncertain if food stocks will last until April, when the next rainy season begins and the main planting is done.

This already fragile situation is compounded by Somalia’s complicated politics: the southern part of the country is still controlled by the Islamist group al-Shabaab, which banned the Red Cross from operating in the area this week, and has disrupted food supplies in the past. Tellingly, around half of the 2.34 million people still in need of humanitarian assistance and seventy per cent of the country’s acutely malnourished children are in southern Somalia.

The end of the famine is no cause for celebration, then. Thirty-one per cent of the Somali population remains reliant on food aid, famine looms in another three months, and there are the after-effects of the famine to cope with: the plight of the refugees scattered around Somalia, Ethiopia, and Kenya; and the generation of malnourished children.

It’s estimated that between 50,000 and 100,000 people died in this famine, half of them children.

Clearly, something isn’t working.

And as one famine comes to an end – or, at least, a halt – in East Africa, another one seems to be developing on the other side of the continent. Niger, and, indeed, its neighbours Chad and Mali, is both drought- and famine-prone. Even in good years, it struggles to feed itself. Fifteen per cent of the world’s malnourished children live in Niger. But poor rainfall at the end of 2011 and a spike in global food prices means that the country’s population faces famine.

Niger’s last famine was in 2010, when the World Food Programme provided food to 4.5 million people. But things seem to be more hopeful there than in Somalia, and largely because Niger has a government which functions relatively well. Realising that it needs to store its food supply properly, provide jobs so that its population can afford to buy food, and also limit the growth of its population, the government of Niger is introducing measures to improve people’s access to food. One new piece of legislation will make it compulsory for children to remain in school until the age of sixteen, partly because of the strong link between girls’ education and declining family size.

Somalia’s weak and ineffectual government can’t do anything to prevent famine from occurring there again. With all the will in the world, there is no way that Somalia’s food crisis will end until its political situation stabilises.

The comparison of Niger and Somalia is particularly useful for demonstrating the extent to which responses to famine – from the media, NGOs, charities, and other international organisations – are heavily politicised. Reporting on the Niger famine in 2010 was fairly muted and I’ve only seen a couple of references to its most recent food crisis. Somalia, though, never seems to be out of the news. The reason for this is depressingly simple:

Niger, the large West African country whose name is best known for being just one unfortunate letter away from a pejorative racial insult, has a few terrorists, but not enough to really matter. Elements from al Qaeda in the Islamic Maghreb wander across Niger’s border every now and then, taking advantage of the large desolate areas which characterise most of the country, but for the most part its contribution to the War on Terror is minimal.

Al-Shabaab is loosely affiliated to al Qaeda and the United States fears that the Horn of Africa could prove to be a useful base for planning future terrorist activities. It probably also helps that Somalia has media-friendly pirates too.

So all famines aren’t equal. All famines are complicated. Indeed, the whole question of ‘hunger’ is complex. I was amused to note that Monday marks the beginning of the WFP’s Free Rice Week. The project encourages individuals to play a game on a website. For every correct answer, Free Rice Week’s sponsors donate ten grains of rice to the WFP. The aim of the project is to ‘provide education to everyone for free’. Hmm…. ok – it includes some basic, if vague, information about ‘hunger’. And also to ‘help end world hunger by providing rice to hungry people for free.’

Huh?

So this is going to end world hunger by giving all hungry people rice?

Seriously?

Other than the fact that it would be as – or even more – effective for the project’s sponsors and participants to skip the cute competition and simply donate rice to the WFP (or, even better, to a local feeding scheme or food bank), this really isn’t going to end world hunger.

I know that this seems like a soft target to shout at, and, really, there’s nothing wrong with donating food or money to the WFP, but my annoyance with projects and competitions like this one, stems from the fact that they’re dishonest. There is no way that Free Rice Week is going to end world hunger. It’s a pity that the WFP sees fit to inform people that by taking part in it they’re contributing to solving the food crisis.

In fact, I think that Free Rice Week and other, similar projects actually contribute to the problem.

Firstly, they fudge the meaning of ‘hunger’.  Over the past year or so, we’ve become familiar with the FAO’s horrifying statistic that one billion people go hungry every day – that one sixth of the world’s population does not have adequate access to food. But there are problems with this statistic:

it is not the only way to measure food insecurity. Over the years, it has been criticised on many fronts: for the poor quality of underlying data; for the focus on calorie intake, without consideration of proteins, vitamins and minerals; and for the emphasis on availability – rather than affordability, accessibility or actual use – of food. Some say we’d be better off focusing on improving household consumption surveys, opinion polls, and direct measures of height and body weight.

These figures need to be accurate because they ‘are also used to help guide where to send foreign aid, track progress towards international development goals, and hold governments to account for promises made.’

Moreover, it glosses over the fact that there are many kinds of hunger: the extreme events – the famines – which are the products of natural disasters, conflict, and state collapse; the hunger which is the product of poor diets and an inability to buy or access enough food; and the hunger in developed nations. In Britain and the United States, the numbers of people now reliant on food stamps and food banks has spiked during the recession.

Secondly, these projects ignore the fact that responding to various kinds of hunger requires far, far more than throwing money at the problem. In fact, the WFP’s website even acknowledges this: ‘People can go hungry even when there’s plenty of food around. Often it’s a question of access – they can’t afford food or they can’t get to local markets.’ Famines in the twentieth- and twenty-first centuries occur as a result of a collapse of distribution systems, usually caused by conflict or a crisis in government. Famines tend not to happen in stable democracies. The WFP must receive money for food aid – that is absolutely non-negotiable – but long-term change, as we’ve seen in the cases of Somalia and Niger, can only occur once stable, effective governments are in place. No amount of free rice is going to end famine in Somalia.

In other cases of hunger, it’s clear that people are simply too poor to buy food: employment, education, good health systems, and higher wages will go far in remedying this situation. But even then, we have to accommodate the choices that poor people make when spending their money. In an article for Foreign Policy’s special edition on food last year, Abhijit Banerjee and Esther Duflo took a closer look at the lives of the ‘one billion hungry’ and came to some interesting conclusions:

We often see the world of the poor as a land of missed opportunities and wonder why they don’t invest in what would really make their lives better. But the poor may well be more sceptical about supposed opportunities and the possibility of any radical change in their lives. They often behave as if they think that any change that is significant enough to be worth sacrificing for will simply take too long. This could explain why they focus on the here and now, on living their lives as pleasantly as possible and celebrating when occasion demands it.

We asked Oucha Mbarbk [a Moroccan peasant] what he would do if he had more money. He said he would buy more food. Then we asked him what he would do if he had even more money. He said he would buy better-tasting food. We were starting to feel very bad for him and his family, when we noticed the TV and other high-tech gadgets. Why had he bought all these things if he felt the family did not have enough to eat? He laughed, and said, ‘Oh, but television is more important than food!’

We need to take people’s choices about how they spend their limited funds, more seriously.

Thirdly, by focussing on raising funds, the WFP transforms itself into a philanthropic organisation. Donations of food and other forms humanitarian aid are absolutely necessary to alleviating food crises, but they won’t end these crises – or end ‘hunger’ (whatever we may mean by that). In an excellent article for the Guardian, the UN’s Special Rapporteur on the Right to Food, Olivier de Schutter argues:

our global food system…is in crisis. Last year’s famine in the Horn of Africa, and the current woes in the Sahel, are the surface cracks of a broken system. These regional outbreaks of hunger are not, as such, extreme events.

Beyond semantics, this is a crucial distinction. In viewing these events as extreme and unexpected, we fail to acknowledge the regularity and predictability of hunger. This flaw is fatal, for it means failing to acknowledge that the food system itself is broken. It means failing to build readiness for persistent famine into international development and humanitarian policy. And it means waiting until people starve before doing anything.

Food aid doesn’t address the deeper, structural problems underlying the food crisis. It doesn’t consider bad governance; the impact of food speculation on rising food prices; and agricultural efficiency, particularly in the light of climate change.

By appealing to people to donate money to fund their response to food crises – which could have been avoided – the WFP and others cast hunger as something which can be remedied with old-fashioned philanthropy. It’s certainly true that philanthropic organisations can do immensely good work – like reducing rates of polio and malaria in the developing world. But this doesn’t necessarily solve the problems which give rise to these crises:

the poor are not begging us for charity, they are demanding justice. And when, on the occasion of his birthday, a sultan or emperor reprieved one thousand prisoners sentenced to death, no one ever called those pardons justice. Nor is it justice when a plutocrat decides to reprieve untold thousands from malaria. Human beings should not have to depend upon a rich man’s whim for the right to life.

Precisely. The world’s poor should not be dependent on the goodwill of wealthy people who have the time and inclination to play games on the internet.

When Keenwa opened in Cape Town last year, much was made of the fact that it serves ‘authentic’ Peruvian food. I put ‘authentic’ in quotes partly because I’ve read far too much Derrida and Foucault, but mainly as a result of some scepticism. I doubt that any of the reviewers who’ve eaten at Keenwa have ever been to Peru, and there’s something odd about deciding how a varied and changing cuisine can be made ‘authentic’. The bobotie I cook has grated apple in it, but a friend’s doesn’t: which is more authentic? Neither, obviously.

I was thinking about this a month ago when I had supper with my friends Katherine and Ricardo in London. Ricardo is from Cuba, and cooked us a Cuban-themed dinner. The only Cuban food I’ve ever eaten was at Cuba Libre, a restaurant and tapas bar in Islington. It’s the kind of place which people recommend by saying ‘it’s not authentic, but….’ I haven’t the faintest idea if it’s authentic (whatever that may be), but it was certainly fun.

The food that Ricardo made showed up the problem with the mania for ‘authenticity’ particularly well. We had fried plantain, tortilla, and congrí. This is, to some extent, the kind of food his family would eat in Cuba, although because he and Katherine are vegetarians, we had tortilla instead of the usual, more meaty accompaniment to the meal (hurrah – I love tortilla), and the congrí was pork-free. It was delicious, but was it any less authentic? You tell me.

Christiane Paponnet-Cantat describes the food eaten in Cuba as ‘contact cuisine’, a concept borrowed from Mary Louise Pratt’s conceptualisation of the colonial space as a cultural and social ‘contact zone’ which ‘treats the relations among colonisers and colonised…not in terms of separateness or apartheid, but in terms of co-presence, interaction, interlocking understandings and practice’. She suggests that Cuban, and colonial cooking more generally, is a manifestation of the complex relationships between different groups of people in colonies.

Congrí is an excellent example of this contact cuisine. As in the rest of the Caribbean, Cuba’s indigenous population was eradicated – by disease and conflict – after the arrival of European colonists during the seventeenth century. Slaves were imported from West and Central Africa to work on sugar plantations. In the nineteenth century, indentured labourers from India replaced slaves. Along with foodstuffs introduced by the Spanish – like rice in the 1690s – these groups brought with them a variety of cuisines.

Congrí – at its most basic, a dish of rice and beans – can be found in various forms around the Caribbean. It’s a version of moros y cristianos (Moors and Christians) and rice and peas. And jollof rice, popular in West Africa, is similar too. The term congrí seems to have originated in Haiti and is a combination of ‘Congo’ and ‘riz’ (the French for rice), suggesting its African origins.

The recipe that Ricardo used for his congrí was by Nitza Villapol. To my shame, I’d never heard of her until Ricardo mentioned one of her best-known recipe books, Cocina al minuto. This was published in 1958, four years after Cocina criolla, the Bible of Cuban cuisine. Villapol seems to have been a kind of Cuban Delia Smith or Julia Child: she was as interested in writing about Cuban cuisine as she was in communicating it to people. She had a long-running television series which aired between 1951 and 1997. (She died in 1998.)

Villapol would be interesting simply on these grounds, but she was also an enthusiastic supporter of the Cuban Revolution. Born into a wealthy family in 1923, she was named after the Russian river Nitza by her communism-supporting father. She spent her early childhood in New York, returning to Cuba with her family at the age of nine. During World War Two she trained as a home economist and nutritionist at the University of London.

This experience of wartime rationing proved to be surprisingly useful. In Cuba, Villapol began her career during the 1950s by teaching cookery classes to young, middle-class brides and her earliest recipe books emerged out of this work. But after Fidel Castro seized power in 1959, she devoted to her formidable talents to teaching a kind of revolutionary cuisine. Tellingly, editions of her recipe books published after 1959 no longer included advertisements for American consumer goods.

Under the new communist regime, food distribution was centralised, and rationing was introduced in 1962. People collected their allowances of food – listed in a libreta (ration book) – from the local bodega, or depot. Villapol’s aim was to teach Cubans how to cook when they had little control over the quantity or the nature of the ingredients they would receive at the bodega. She taught a cuisine developed to underpin the goals of the revolution. Unfortunately, I don’t read Spanish and I haven’t been able to track down any substantial scholarship on Villapol. From what I’ve gleaned, though, it seems to me that she was interested in cooking a form of a ‘traditional’ Cuban cooking – but the cooking of ordinary Cubans, rather than those at the top of the social scale who would, presumably, have favoured American or European dishes as a marker of wealth and sophistication. This elevation of ‘every day’ Cuban food would have meshed well with the aims of the revolution.

By writing recipes for favourites like congrí and flan, Villapol created a kind of canon for Cuban cooking. The popularity – and possibly the ubiquity – of her writing and television programmes meant that not only was she seen as the authority on Cuban cuisine, but she also became the source for all that was (or is) ‘authentically’ Cuban. The irony is that this happened during a time of rationing, when what people ate was determined by supplies available to the state.

This system functioned relatively well until the collapse of communism in Europe in 1989. Peter Rosset et al. explain:

When trade relations with the Soviet Bloc crumbled in late 1989 and 1990, and the United States tightened the trade embargo, Cuba was plunged into economic crisis. In 1991 the government declared the Special Period in Peacetime, which basically put the country on a wartime economy-style austerity program. An immediate 53 percent reduction in oil imports not only affected fuel availability for the economy, but also reduced to zero the foreign exchange that Cuba had formerly obtained via the re-export of petroleum. Imports of wheat and other grains for human consumption dropped by more than 50 percent, while other foodstuffs declined even more.

There was simply not enough food to go around. (A similar set of factors caused the famine in North Korea, a country as dependent on trade with the USSR as Cuba.) As a 1998 article from the sympathetic New Internationalist noted:

The monthly rations from the State for a family of four cost around 50 pesos ($2.15), almost a quarter of the average salary of 214 pesos ($9.30). Food from the bodega is not enough to live on and no-one, neither the Government nor the people, pretends it is. It may take you halfway through the month, but no more.

Even though he was shielded – to some extent – from the worst food shortages because he was in school and university accommodation during the Special Period, Ricardo described what it was like to live while permanently hungry – and entirely obsessed with the next meal, even if it was likely to be thin, watery soup or overcooked pasta. In fact, one of the most traumatic features of the Special Period was that staples like rice and coffee – things which most people ate every day – were no longer available. Some people seem to have made congrí from broken up spaghetti.

Drawing on her experience of wartime cooking in London, Villapol used her cookery series to show her audience how to to replicate Cuban favourites with the meagre rations available to the population. Ricardo mentioned one episode during which she fashioned a steak out of orange peel. She received widespread ridicule for doing this, and I think deservedly so.

Cuba managed to pull itself out of its food crisis by radically reorganising its agricultural sector. The state transformed most of its farms into worker-owned co-operatives which

allowed collectives of workers to lease state farmlands rent free, in perpetuity. Property rights would remain in the hands of the state, and [co-operatives] would need to continue to meet production quotas for their key crops, but the collectives were the owners of what they produced. What food crops they produced in excess of their quotas could be freely sold at newly opened farmers’ markets.

In addition to this, urban agriculture helped to provide a supply of vegetables and pork:

The earlier food shortages and resultant increase in food prices suddenly turned urban agriculture into a very profitable activity for Cubans, and, once the government threw its full support behind a nascent urban gardening movement, it exploded to near epic proportions. Formerly vacant lots and backyards in all Cuban cities now sport food crops and farm animals, and fresh produce is sold from stands throughout urban areas at prices substantially below those prevailing in the farmers’ markets.

Food may not be abundant now, and there are still occasional shortages of particular items, but no-one goes hungry anymore. Cuba does offer a model of a sustainable, largely organic and pesticide-free food system, and we can learn a great deal from it.

I’m interested, though, in how Cuban food has changed as a result of the Special Period. From a quick trawl of the internet, it seems to me that Nitza Villapol still exercises a kind of nostalgic appeal to some Cubans living in Miami – there’s even one woman who’s heroically cooking her way through Villapol’s oeuvre. But for those still in Cuba – and those who experienced the deprivations of the Special Period – she seems to be tainted by association. It’s certainly the case that despite Villapol’s best efforts, Cuban diets are more meat-heavy and vegetable-poor than ever before. I wonder if this is the effect of the hunger of the nineties: a diet which was based once mainly on rice and fresh produce, has become increasingly focussed around red meat because meat is associated with plenty – and with having a full stomach.

So where does that leave us on ‘authentic’ Cuban cuisine?

Margarine Myths

So this week’s blog post was going to be about food and fiction – having had drinks and supper at Pablo Neruda-themed Maremoto last night, it seemed appropriate – but along with the post on authenticity which I promised yonks ago, it will have to wait while I simmer with annoyance at the World Food Programme’s decision to solve the world’s food problems by working with Unilever.

Yes, you read that correctly. The World Food Programme is working with Unilever to alleviate the hunger crisis.

Unilever. The Anglo-Dutch food, margarine, and cosmetics giant which also happens to be the biggest consumer goods company in the world. Is this really a good idea?

I have nothing whatsoever against corporate social responsibility. In fact, I wish that more countries encouraged the private sector to become involved in philanthropic work. With their efficient logistical support and understanding of the market, there are few organisations better positioned to help poor communities that those which provide services or produce consumer products.

And as big corporations go, Unilever ranks pretty high up the sustainability stakes. Last year it launched its Sustainable Living Plan which aims not only to reduce Unilever’s greenhouse gas emissions, waste, and water use, but that of its suppliers and customers as well. It’s an ambitious plan which seeks to make the whole supply chain sustainable – while doubling Unilever’s profits. The company is also funding a range of projects, including encouraging the sustainable production of palm oil (although who knows if it’ll be able to roll back the incredible damage it did by investing in palm oil in the first place), and sponsoring hygiene programmes in the developing world to reduce the numbers of children who die as a result of diarrhoea.  I really hope that they succeed, even as it becomes increasingly apparent that we need to consume less for social and ecological good.

I think that my concern about the WFP’s enthusiasm for Unilever is connected to the fact that this business makes a profit by selling food which isn’t particularly good for its customers. However much Unilever might like to promote its fluffy credentials – and buying Ben and Jerry’s, the business which gave away scoops of Yes Pecan! ice cream on the day of Obama’s inauguration, was certainly part of this – its purpose is to make as much money as possible for its shareholders. The question we need to ask is how it goes about raising those profits.

For all of Unilever’s good intentions, it has a patchy track record on the quality of the food it produces. Consider the ingredients in a jar of Skippy peanut butter:

Roasted peanuts, corn syrup solids, sugar, soy protein, salt, hydrogenated vegetable oils (cottonseed, soybean, and rapeseed) to prevent separation, mono- and diglycerides, minerals (magnesium oxide, zinc oxide, ferric orthophosphate, copper sulfate), vitamins (niacinamide, pyridoxine hydrochloride, folic acid)

In comparison, the sugar- and salt-free version of South Africa’s Black Cat peanut butter (also the product of a big food company), contains peanuts and ‘stabiliser’. There are other brands of mass-produced peanut butter which contain only peanuts and oil.

I know that this might seem like nitpicking, but the point is that Unilever doesn’t sell ‘whole’, unprocessed food to make a profit: like any other big food company, it adds strange and occasionally harmful ingredients to its products to make them taste better or last longer, and it hides this fact with a vast advertising budget. In 2009, for example, it spent £148 million on advertising in the UK alone. In the same year, in Canada it promoted Hellman’s mayonnaise as part of an ‘eat localdrive. Two years before that, a US-based campaign around ‘real food’ suggested that Hellman’s could be included in a diet of ‘real’, ‘whole’ food. Hellman’s is neither ‘local’, nor ‘real’. Its low-fat version contains the following:

Water, modified corn starch, soybean oil, vinegar, high fructose corn syrup, egg whites, salt, sugar, xantham gum, lemon and lime peel fibres, colours added, lactic acid, (sodium benzoate, calcium disodium edta) used to protect quality, phosphoric acid, natural flavours

The bulk of Unilever’s profits come from margarine, which it promotes heavily on the grounds of its health benefits – something which still divides the medical world. This is a business which chooses its ethics carefully.

Consider its involvement in the Public Health Commission, a body created in 2008 by the UK’s then-shadow Minister of Health, Andrew Lansley (greedy):

In the chair of the commission, by invitation of Lansley, was Dave Lewis, UK and Ireland chairman of Unilever, one of the largest processors of industrial fats in the world.

With him were Lucy Neville-Rolfe, corporate affairs director of Tesco, , the supermarket that has been a leading opponent of the traffic light food labelling scheme favoured by the Food Standards Agency, and Lady Buscombe, Conservative peer and former head of the Advertising Association, where she established herself as a formidable political champion of the ad industry’s right to operate free of restrictions.

Asda’s corporate affairs director, Paul Kelly, formerly PR head of Compass, the school meals company of turkey twizzler fame, had to send his apologies. Mark Leverton, policy director of Diageo, manufacturer of leading vodka, whisky and beer brands, joined them by phone.

Lansley – who has links with the food industry – is now Minister of Health and, surprise, surprise, had invited this dubious collection of businesses, alongside McDonald’s, KFC, PepsiCo, and Mars, to help shape Britain’s public health policies around obesity and diet-related diseases. This is as pointless as asking BP, Shell, and Chevron to end the world’s reliance on fossil fuels.

One of the first outcomes of this public-private partnership was the Department of Health’s ‘Great Swapathon’ which encourages families in England to choose healthy products through a voucher scheme. The vouchers

can be exchanged for products deemed to be healthy, including Unilever’s Flora Light margarine, Mars’ Uncle Ben’s rice and Molson’s alcohol free lagers. Other businesses offering vouchers will include supermarket Asda, for its own brand goods; sportswear firm JJB Sports; outdoor activity provider Haven Holidays; Weight Watchers; and private gym group the Fitness Industry Association. The News of the World will help promote the scheme.

The list of companies includes food manufacturers whose products have been blamed for increasing obesity. Unilever’s product range includes ice creams, Pot Noodle and Peperami, while Mars makes chocolate and Molson is a brewer.

This is so misguided it’s almost amusing. A scheme to promote healthy eating actually benefits a clutch of big food companies whose products facilitate Britain’s obesity crisis.

The WFP is engaged in a similar project. It also works in partnership with PepsiCo, manufacturer of crisps, soft drinks, and a range of non-foods; Cargill, whose inhumane and unhygienic slaughterhouse practises contributed to an outbreak of antibiotic-resistant salmonella in some of its meat in the US; Yum! Brands, whose chains include KFC, Pizza Hut, and Taco Bell; and Vodafone, a company’s whose outstanding £6 billion tax bill in 2010 could have paid the UK’s welfare bill for a year.

The WFP was established in 1961 to eliminate hunger and malnutrition. Its focus is on providing food aid, but aims ultimately to reform the food system to the extent that food aid will become largely unnecessary. While the WFP has been invaluable in bringing emergency supplies of food to disaster areas, it has singularly failed to do anything else. We are in the midst of a global food crisis where food aid is needed more than ever before.

One could argue that this is precisely the reason why it’s necessary for the WFP to work with big organisations: they have money and resources. The WFP can only respond to the crisis with adequate funding and assistance. But even given the fact that the WFP is desperately in need of funds at the moment, there is no great imperative for it to work with Unilever, PepsiCo, Vodafone or any other dodgy multinational – and I think that these partnerships only serve to undermine the WFP’s aims. (And it’s worth taking a closer link at the WFP’s finances, as this excellent investigation into the WFP by Sheila Dillon of the BBC’s Food Programme does.)

Famine and malnutrition are caused by a range of factors and, paradoxically, a lack of food isn’t one of them. As the Nobel Prize-winning economist Amartya Sen wrote, people starve or go hungry when they can’t buy food: when food becomes too expensive for them to afford it, or when distribution systems fail or are inadequate. There’s usually enough food to go around, but people have difficulty accessing it.

One of the best, and most poignant, examples of this was the 1992 famine in Somalia which occurred in Bay, one of the country’s most agriculturally productive regions. People starved because militias prevented food from being cultivated and distributed efficiently. It’s no coincidence that famines occur in countries with dysfunctional – or no – governments. The Ethiopian famine in the mid-1980s began after the collapse of its government – the country had managed to feed itself before then.

Democracies tend to have food systems which function properly. Instead of focussing on raising money and sending food parcels, promoting democracy and drawing attention to the connection between bad governance and hunger should be at the top of the WFP’s agenda.

Getting big food and agriculture companies to sponsor the WFP’s work will not bring democracy to the developing world, nor will it end the food crisis. These are organisations have little or no interest in promoting good governance if it’s bad for business.

And, secondly, some of these organisations have actually benefitted from the food crisis. Cargill is the world’s biggest agricultural commodities trader, and it’s been doing rather well recently, as the Financial Times reported in January:

Cargill benefited from supply disruptions in the global food chain and rising prices to report a tripling in profits in the second quarter of its fiscal year.

The world’s largest agricultural commodities trader said net income in the three months to November 30 rose to $1.49bn, up from $489m in the same period a year earlier.

First-half earnings more than doubled to $2.37bn, up from $1.01bn in the six months to the end of November 2010.

The windfall highlights the big margins in the sector led by Cargill, which rose to prominence in the 2007-08 food crisis, when agricultural commodities prices hit all-time highs.

Chris Johnson, credit analyst at Standard & Poor’s in New York, said that droughts in some of the key grain-producing regions and the ensuing trade dislocations were behind the strong results.

‘To the extent that you’re able to provide grains in parts of the world where they cost more you can get a larger profit margin,’ he said.

Food prices have been driven up by food speculation. Cargill is both a hedge fund and a commodities trader, so it not only benefits from higher food prices – but is partly responsible for causing them to rise too.

The title of this post comes from an essay by Roland Barthes from his collection Mythologies (1957). In ‘Operation Margarine’ he argues that advertisers use a kind of reverse psychology to persuade us to buy things we know aren’t all that good for us: the advertisement acknowledges that the product, margarine in the example Barthes provides, isn’t as tasty or healthy as its rivals, but then turns this on its head by emphasising its convenience and cheapness. Margarine then becomes the obvious product to buy.

The WFP is attempting some margarine-mythmaking in insisting that its work can only be achieved in partnership with these big multinationals: yes, they’re bad, but – hey, what can you do? They have money and power and people are hungry. Nonsense. The WFP is inadvertently giving the best PR possible to a clutch of businesses which, at best, have very little interest in producing good, healthy food. At worst, the WFP is trying to solve world hunger in partnership with organisations which have a vested interest in keeping the world hungry.

The Empire Bites Back

Well, HELLO there! Dear readers, I have missed you dreadfully. I return to normal service as the madness of the past few weeks simmers down. Also, I have a re-enamelled bath, which is useful.

This veeeery long post is a paper I presented a few weeks ago at the ‘Breaking the Boundaries‘ seminar series organised by the Department of Historical Studies at the University of Cape Town. I’m hoping that this will form the basis of a new research project, so all comments, criticism, and feedback (ho ho) are particularly welcome. It’s very draft-y, so please excuse the wonkiness of the writing and the inevitable inaccuracies and omissions. Introduction

In the preface to her eponymous recipe book, Alice B. Toklas noted:

Though born in America, I have lived so long in France that both countries seem to be mine, and knowing, loving both, I took to pondering on the differences in eating habits and general attitude to food and the kitchen in the United States and here. I fell to considering how every nation…has its idiosyncrasies in food and drink conditioned by climate, soil and temperament. And I thought about wars and conquests and how invading or occupying troops carry their habits with them and so in time perhaps the national kitchen or table.

Toklas’s point that national cuisines are produced as much by local circumstances as they are by war and conquest – by global forces, in other words – is worth considering. The study of food, and particularly of food in history, requires us to think beyond boundaries and borders: ingredients travel around the world, and, at least since the seventeenth century, we have become accustomed to eating things – plants and animals – alien to our natural environments; regional patterns of cookery are shaped by migration and occupation by foreign forces; local customs, techniques, and flavours are exported around the world. The way we produce, distribute, prepare, and consume food is determined by a range of factors, many of which operate on a global scale. The study of food also exceeds disciplinary boundaries: it opens a window on to the linkages between political, economic, social, and cultural spheres. By its nature, this study is universal: all people eat and experience hunger. Food history has an immediacy which links the personal with the historical.

Despite the growing popularity of the field of food history, little has been written about the place of food within the British Empire, one of the most important global networks of trade, administration, and communication in the eighteenth, nineteenth, and early twentieth centuries. The purpose of this paper is twofold: firstly, to provide an introduction to the origins, development, and nature of the field of food history, and, secondly, to suggest ways in which food can be inserted into histories of British Imperialism. I conclude with the outline of a project which I hope to pursue in the future.

We are what we eat: food histories

‘The history of food’, writes Raymond Grew, ‘can be thought of as beginning with biology and the hard realities of climate, soil, property, and labour; but it continues through social structure, economic exchange, and technology to embrace culture and include a history of collective and individual preferences.’ In other words, food history seems to offer a way of studying change over time which takes into account nearly every sphere of human activity. It bridges the gap between the cultural and the material. Food provides nourishment, but it also carries with it a range of assumptions, symbols, and signs which are occasionally as important as its primary function. When Spanish missionaries in sixteenth-century Mexico refused to celebrate communion using maize, instead of wheat, wafers, they did so purely on the grounds that wheat, an imported crop, represented Europe and, thus, civilisation. Similarly, when well-meaning lady food reformers attempted to ‘Americanise’ the cuisine of recent immigrants to the United States during the 1920s, they did so because the cooking of Italy, Poland, and Ireland was seen as less ‘civilised’ than that prepared by white, Protestant Americans.

Given their aim to write total history, it seems inevitable that the first examples of food history were published in the journal of the Annales school in France in the 1960s. Beginning with a series of articles which examined the diets of a group of former European servicemen during the Second World War, Annales ESC regularly featured writing on food history. An edited volume of the best scholarship on the topic, Food and Drink in History, appeared in 1979. The Oxford Symposium for Food and Cookery was founded by Theodore Zeldin and Alan Davidson, the editor of the Oxford Companion to Food (1999), in 1981. Beyond Annales and the papers read at the Symposium, the first significant work in the field was Alfred Crosby’s The Columbian Exchange: Biological and Cultural Consequences of 1492 (1972). Crosby’s achievement was to write about the implications of the conquest of Latin America for human bodies and for landscapes – both Latin American and European. By writing about disease (specifically syphilis), plants, animals, and other foodstuffs, he demonstrated the extent to which political conquest altered the environment, demographics, and social and cultural life of Latin America and Europe. This study, along with Bridget Ann Henisch’s Fast and Feast: Food in Medieval Society (1977), and Savouring the Past: The French Table from 1300 to 1789 (1983) by Barbara Ketcham Wheaton, heralded the beginning of a flood of histories of national and migrant cuisines, recipes, particular ingredients, hunger and famine, gender and food, and food and imperialism.

This historical research was complimented by a range of anthropological and, to a lesser extent, sociological studies published at around the same time: Claude Lévi-Strauss’s The Raw and the Cooked (1965), Mary Douglas’s Purity and Danger: An Analysis of Concepts of Pollution and Taboo (1966), and Cooking, Cuisine, and Class: A Study in Comparative Sociology (1982) by Jack Goody being some of the most influential texts. It was the publication of Sweetness and Power: The Place of Sugar in Modern History by Sidney Mintz in 1985 which blurred disciplinary boundaries between history and anthropology. Indeed, more recently, the field has as frequently been called ‘food studies’ as ‘food history’ to indicate its interdisciplinary nature.

It is no coincidence that food history emerged as a field in its own right during the 1970s. The effects of Green Revolution, which used technology to increase wheat, maize, and rice yields all over the world, but most spectacularly in Mexico, India, and Vietnam, became particularly evident in this decade – and these, along with the oil crisis and a spike in global food prices between 1972 and 1974, were partly responsible for the emergence of a more vocal green movement. The first Earth Day was held in 1970, and in 1972 the Club of Rome’s The Limits to Growth argued that humanity must learn to live within the earth’s natural limits. One of the important streams within the movement was the food counterculture – sometimes dubbed the ‘counter-cuisine’ and exemplified by the cooking of Alice Waters at her Berkeley restaurant Chez Panisse –  which had particularly strong support in California in the 1960s and 1970s. Food activists argued for a rejection of industrialised food production and encouraged consumers not only to buy ‘natural’, locally sourced food, but also to grow their own. In Diet for a Small Planet (1971), the book which summed up much of the thinking of the counter-cuisine, Frances Moore Lappé wrote that the meat-centred diet favoured by most Americans threatened the ability of future generations to feed themselves. Later, she argued that meat-centred diets were not only unhealthy, but also as socially and ecologically unfair.

It is not surprising, then, that historians should turn to food history as a way of accounting for contemporary diets and explaining how tastes and food preferences change over time. Like environmental and women’s history, then, the origins of food history overlap to some extent with a kind of activism. This is particularly evident in the body of work which has been produced since the 1990s. There are few more potent indicators of global inequalities than the over-abundance and waste of food in the West, and the scarcity of food and famine in the third world. With concerns about food supplies, food security, changing eating patterns, obesity, and the industrialisation of food production escalating, it is unsurprising that the history of food has emerged as a popular field over the past decade. Food history is now as frequently styled food studies – even when written by historians – and the best known food historian is a professor of journalism at UC Berkeley, Michael Pollan, author of the wildly popular The Omnivore’s Dilemma: A Natural History of Four Meals (2006).

If there is anything unusual about the field of food history, other than its plurality of focus, it is its popularity among lay audiences. Indeed, Gastronomica, one of the three main journals for food history (the others being Food and Foodways and Food, Culture, and Society) is a popular periodical sold in upmarket American supermarkets. The discipline is largely based in the United States. Its professional organisation, the Association for the Study of Food and Society, is located there, and the most prominent food historians are American: Jeffrey Pilcher has written extensively about histories of food, identity, and nationalism in Mexico – his study ¡Que vivan las tamales: Food and the Making of Mexican Identity (1998) is considered by many to be the founding text for the new generation of food historians; and Harvey Levenstein and Warren Belasco both focus on the nature and history of the American food industry since the beginning of the nineteenth century – the oldest, most extensive, and most influential such industry in the world. There is a strong streak of activism in Levenstein and Belasco’s writing. In Meals to Come: The History of the Future of Food (2006) by Belasco and Levenstein’s The Paradox of Plenty (2003), the authors argue that their purpose is to account for, and offer solutions to, the pervasiveness of bad American eating habits. Similarly, Italian food historians – who constitute the second biggest grouping within the field – have allied themselves closely to the Slow Food Movement.

But like the heavily interdisciplinary, largely US-based history of childhood (or, increasingly, childhood studies), the ascendancy of food history is due also to the ‘cultural turn’ in the humanities during the early nineties which drew attention to the interconnectedness between the discursive and the material. And it is related to the growing popularity of the field of global history. Interest in global or world history is linked as much to contemporary concerns about the implications of globalisation as it is to efforts within the discipline to write from less ‘West-centric’ points of view. Food history is particularly suited to understanding history in global or transnational terms. As Raymond Grew notes, the ‘universality of food gives it enormous potential as an indicator of cultural differences and historical change’. He adds: ‘food can be used as a kind of trace element, tracking the direction of change, revealing the complex intersections of old and new that demark the global and the local but belong to both.’

All societies produce, distribute, prepare, and consume food, and all societies construct rules around the preparation and consumption of food. The study of food is a useful means of gauging economic progress: it links labour systems with technological innovation, transport, social organisation, environmental factors, and nutrition. Since the sixteenth century, at least, the distribution of food has occurred on a global scale. As Grew notes, food history provides ‘particularly satisfying evidence of how ordinary, daily activities are related to larger, historical trends’. The study of food encourages the comparison of different societies on equal terms, and avoids imposing western models on non-western societies. The tracing of the diffusion of ingredients across the globe allows for the comparison of different responses to the same product, showing up the ways in which groups of people define themselves against others. Food history examines how food is used in the definition and demarcation of social and national identities, and how these change over time. It draws attention to how power is implicated in the distribution and consumption of food. Grew explains: ‘the study of food demonstrates how deeply processes of political and social change can reach into society. No wonder then that commentary on contemporary cuisine is often also a comment on politics, commercialisation, the ecology, and cultural decline.’ Food opens up ways of understanding how power operates within societies.

It is unsurprising that the field of food history is extraordinarily varied, and although generally politically left leaning, it is not dominated by any particular dogmas or controversies. This may be related to the fact that food historians do frequently write for lay audiences. One of the strongest and most popular trends within the field is the fashion for writing histories of single dishes, ingredients, or foodstuffs: like tea, salt, or milk. These are useful in showing how societies give ‘new’ cultural and social meanings, how these ingredients are integrated into existing social structures to reinforce or undermine identities and boundaries. Histories of chocolate and coffee, for example, trace how two beverages became quickly associated with elite status during the sixteenth after having been introduced to Europe, and then slid down the social scale as free trade policies, the development of the plantation system, and industrialisation caused prices to drop.

There is also a growing literature on the industrialisation of food production, and on the construction of national and immigrant identities. But possibly the most significant trend within recent food history has been its focus on addressing contemporary food-related problems – such as obesity, famine, unsustainable agriculture, and the apparently unstoppable power of the largely American, yet increasingly globalised, food industry – through food history. Grew notes that ‘commentary on contemporary cuisine is often also a comment on politics, commercialisation, ecology, and cultural decline’ and I think that this is true of food history as well. Indeed, this may be the cause of one of the field’s greatest weaknesses: historians’ present-mindedness often produces a rose-tinted view of the past, and a desire to return to a way of cooking and eating that never really existed. In fact, one of the most sustained criticisms of the field is that it is academically lightweight. Much of what passes under the name of food history can best be described as pedantic antiquarianism. And for all the field’s claims to being truly global in focus, it has largely ignored Africa and large swathes of Asia.

There is some scholarship on African food history, although much of it has been produced by anthropologists and archaeologists. Southern Africa has a kind of inadvertent food history: Diana Wylie’s Starving on a Full Stomach: Hunger and the Triumph of Cultural Racism in Modern South Africa (2001), Beer, Sociability, and Masculinity in South Africa (2010) by Anne Mager, and Lance van Sittert’s research on the South African fishing industry, and William Beinart’s writing on large-scale livestock farming, and especially sheep in South Africa, constitute, among others, a significant body of work. Elias Mandala’s The End of Chidyerano: A History of Food and Everyday Life in Malawi, 1860-2004 (2005) and Igor Cusack’s writing on recipe books and the construction of new, national identities in sub-Saharan Africa, engage with the field of food history to the greatest extent.

One way of addressing this lacuna is to consider the role of food within histories of imperialism, and especially of British imperialism.

Food and Empire

Histories of national cuisines are, inevitably, transnational histories too. In Britain, for example, the national dish of chicken tikka masala does not exist as such in south Asia, but was invented in ‘Indian’ restaurants staffed mainly by Bengalis in centres like London and Birmingham to invent a meal that would appeal to British palates while simultaneously appearing to be exotic and, at least at first, sophisticated. A history of twentieth-century cooking in Britain is as much a history of the British Empire, the Commonwealth, India, and Bangladesh. Indeed, the history of imperial conquest since the sixteenth century cannot be disentangled from histories of food. Sidney Mintz argues:

Sugar did more than revolutionise the tastes of the British people. It put into place a major economic and strategic system which lasted for more than two centuries and saw the lines of British trade and production directed along routes and towards destinations which were to dominate British global interests long after.

Although Mintz overstates his case, his point that imperialism, and particularly in its early stages in the seventeenth and eighteenth centuries, was driven by demand for luxury goods – such as spices, tea, and coffee – is an important one. Even if there is no acknowledged subdiscipline on imperial food histories, there is a large body of work which understands the complex workings of power within the British Empire through food. So much so, in fact, that some commentators have noted the absence of food in the recent Oxford History of the British Empire (2002). As in the case of the larger field of food history, there is no single approach or focus which distinguishes this historiography on food history in the British Empire. Some of the most popular works have been on single foodstuffs, like tea, curry, and, most recently, opium. These studies attempt to bridge cultural, social, and economic history by demonstrating how the meanings attached to particular ingredients or commodities change over both time and space – and the implications of these shifts for imperial networks of trade and finance.

Perhaps the best place to begin looking for such a history is the large scholarship on nineteenth-century domesticity. In an article about curry and cookbooks in Victorian households, Susan Zlotnick concludes:

As figures of domesticity, British women helped incorporate Indian food into the national diet and India into the British empire; and this process of incorporation remains etched on the pages of the domestic cookery books written by middle-class women like Eliza Acton and Isabella Beeton. If a later, more aggressively masculinist imperial discourse tries to erase them from the annals of empire …early Victorian cookery books attest to the important ideological function women performed in the construction of Victorian imperialism. At both the symbolic and the practical level, Victorian women domesticated imperialism.

As middle-class notions of domesticity were evoked in missionaries’ attempts to ‘civilise’ African subjects, so food, its preparation, and its consumption became increasingly significant in defining who was, and who was not, civilised. Nancy Rose Hunt demonstrates this in her study of the role of missionaries in educating young Congolese men and women during the early twentieth century, pointing out the number of ‘evolutionary theme[s]’ evoked by the missionaries to emphasise the progress of their protégés, from ‘darkness to lightness, savagery to civilisation, heathens to Christians, monkey stew to roast beef.’ ‘Civilisation’ is achieved when a traditional European meal replaces that originating from Africa.

Histories of food are, then, particularly useful in explaining the cultural and social implications of British Imperialism for both men and women. To my mind, the most interesting work on food history within the British Empire is being done in a relatively new sub-field which focuses on imperial trade, commodities, and consumerism during the late nineteenth and twentieth centuries. The Commodities of Empire research project run jointly by the Open University, the British Academy, the University of London’s School of Advanced Study, and London Metropolitan University, ‘explores the networks through which such commodities circulated within, and in the spaces between, empires’ as a means of understanding how ‘local processes…significantly influenced the encounter between the world economy and regional societies.’ Arguing that imperial expansion, the trade in commodities, and the industrial revolution should be understood in relation to one another, the project considers how the ‘expanded production and global movements’ of commodities ‘brought vast spatial, social, economic, and cultural changes to both metropoles and colonies.’ It is telling that of the seventeen working papers produced by the project so far, nine are on food, and half of the articles in the Journal of Global History’s special edition on commodities, empires, and global history are on food. Alan Pryor explains how the study of Indian ‘pale ale’ provides new ways of understanding the construction of imperial identities and the workings of imperial free trade:

The story of the development of Indian pale ale is one of cultural invention. This was a new product that was neither British nor Indian, occupying the space in between those two cultures in British India. In the late eighteenth century, George Hodgson developed a new beer for India in an obscure brewery on the eastern periphery of London. Hodgson’s pale ale was a light beer with a refreshing bitter taste, which was to become a signifier of Anglo-Indian identity in numerous accounts of life in India. Eighteenth-century beer was a relatively low-value product, and its export to India was only made possible by the Byzantine economics of the East India Company. The growing demand for pale ale in India brought competition from other brewers, particularly from Burton-on-Trent. …the difficult trading conditions of India were instrumental in the development of new marketing techniques, were subsequently employed to introduce a new genre of beer into Britain, Indian pale ale.

…there was an unofficial agenda to commodify the British Empire, particularly India, which is epitomised with the development of Indian pale ale. Heroic accounts of colonial adventures were often peppered with references to its restorative qualities. The sub-text was that India was Britain’s challenge, particularly the climate, but the superiority of her manufacturing ability was able to produce a beer that was able to meet it. This fitted with an idealised version of empire, where the metropole imported the raw materials for its manufacture, rewarding the colony with manufactured goods, education, governance and progress. By following the marketing and development of this product it becomes possible to gain greater understanding of the emerging debate over protectionism and free trade as it affected Britain’s relationship with its empire.

Frank Trentmann has shown how the development of the Empire Marketing Board during the early twentieth century to protect and encourage imperial trade in food was connected to the development of early consumerism: the ‘imperial consumers’ – rather than customers – of the 1920s who could afford to choose between a new range of branded food, bought foodstuffs promoted by the Empire Marketing Board for the good of the Empire. In a study of the Empire Marketing Board’s promotion of the King’s Christmas Pudding in the late 1920s, Kaori O’Connor concludes:

The incorporation of specifically empire ingredients in a symbolic dish made especially for the king, and the partaking of the royal pudding in households throughout the kingdom, the dominions, and the colonies that Christmas Day of 1927, was an act of secular communion, the enacting of empire through consumption. It emerged as a unifying force during a time of social dissent and division at home and abroad, and it appealed to the public on many levels and across social classes. To begin, the King’s Christmas pudding was highly popular with the new breed of women consumers. It validated the social activism of women previously engaged in the empire and related movement; it was a gift to all the women to whom Christmas dinner in general, and the pudding in particular, were the ultimate test of their skills and taste as cook or hostess; it empowered women by giving them the opportunity to practise critical consumption. Retailers and wholesalers welcomed the promotion of the King’s Christmas pudding and empire ingredients as an additional spur to trade. After EMB initiatives, Sainsbury, for example, actively promoted ‘Empire’ goods across their product range and the firm’s Christmas advertisements began to specify the origins of dried fruit: ‘Australian sultanas’; ‘Special Offer for your Christmas Pudding and Mincemeat – try our Empire Raisins’. Origins had always been important in the luxury trade, and now they acquired a more general political significance. Above all, as a recipe the King’s Christmas pudding provided the vital link between production and consumption, becoming an instrument of social action.

By focussing on the production and reception of one commodity or product – be it Christmas pudding, pale ale, cassava, or tobacco – historians are able to construct an understanding of how the effects of imperial trade were felt and shaped by a range of people: housewives in Britain, businessmen in the City of London, producers in the colonies, and traders in imperial cities like Cape Town, Delhi, and Melbourne.

I would like to sketch briefly a project which addresses a lacuna in this imperial history of food commodities.

Meaty Questions

In a country where Heritage Day is renamed National Braai Day (or barbeque day), it seems that historians should not have to work very hard to justify the study of the historical significance of meat eating in South Africa. I became interested in tracing attitudes towards eating meat – and examining how these attitudes influenced and were shaped by the introduction of livestock farming and the growth of a meat industry in the nineteenth and twentieth centuries – when thinking about why it is that no meal is seen as complete unless it contains meat of some kind. As Pollan writes about vegetarianism, meat is not only convenient and quick to cook, but most of our cultural and religious celebrations are based around the consumption of some form of meat. In a time of growing anxiety about the ever-increasing amounts of meat which the world’s population appears to be demanding – although there is some reason to believe that this concern is not based on any firm evidence – as well as mounting evidence to demonstrate the ecological unsustainablility of the meat and dairy industries, it seems reasonable to ask why meat is associated with prosperity and with eating well.

It also seems logical to base this study on a series of examples drawn from the southern hemisphere. Southern Africa, Australia, New Zealand, Argentina, and Brazil all have prosperous meat industries which supply both local and international markets with beef and lamb. This is a transnational history of meat-eating. All of these countries and regions are also all former colonies and dominions, and an understanding of how meat industries developed in these regions must be understood within imperial contexts. There is a small body of work on meat-eating, the best known of which is Roger Horowitz’s history of the American meat industry, Putting Meat on the American Table: Taste, Technology, Transformation (2006). And research into livestock and cattle- and sheep farming in southern Africa, Australia, and other places constitute a foundation for such a study. But equally importantly, all of these nations constitute national and gendered identities around the consumption of meat – and particularly red meat.

I would like to trace not only the origins of the meat industries in these regions, but also consider how the origins of these businesses were linked to the complicated ways in which meat was used to define social, national, or gendered identities. Preliminary research on South Africa positions food, and particularly meat, as being central to the early colonial encounter, and I’ll end with a tentative discussion of how attitudes towards meat can be used to illustrate the first interactions between white settlers and the indigenous inhabitants of the Cape in the seventeenth century.

In a history of cassava production in Brazil, Kaori O’Connor notes:

It is a curious feature of colonial and imperial studies that food security and details of food production, preparation and consumption, which contemporary documents show was the overriding concern of settlers’ daily lives and the motivation for many of their relations with Amerindians and slaves, has been consistently overlooked or minimised in academic and economic histories of the period. A preoccupation with food and the dread of scarcity and famine runs through all the early European accounts of New World colonisation generally….

Indeed, Jan van Riebeeck’s journal of his time as Commander of the Dutch East India Company (DEIC) settlement at the Cape is preoccupied with food. This was overwhelmingly the result of the fact that the settlement’s primarily – indeed only – goal was to produce and, where possible, procure fruit, vegetables, and meat for passing Company ships. Failure of the settlement’s gardens meant a failure of the scheme altogether. But Van Riebeeck and the other employees of the DEIC spent their first few years at the Cape with very little to eat: feeding themselves was considerably more difficult than they had anticipated it to be. Additionally, the consumption of particular foodstuffs was a marker of identity, and food became a means of facilitating contact between indigenous peoples and European settlers. The first communication between the employees of the DEIC and the Khoikhoi centred around food: two representatives of a Khoikhoi group were invited on board a DEIC ship and the Dutch ‘generously filled their bellies with food and drink’ in exchange for information about Khoikhoi willingness to barter cattle for DEIC goods. Later, a skipper who had gone ashore to find fresh provisions was presented with ‘4 bags of beautiful mustard leaves and sorrel and also a catch of about 750 lovely steenbras’.

There is evidence of some exchange of culinary traditions – the Khoikhoi developed a taste for bread and the Dutch took to penguins’ eggs – but this was no example of happy multiculturalism: exchanges occurred because these foodstuffs tasted good and did not fundamentally alter the ways in which identities were forged through food. One of the most constant refrains in the journals is Van Riebeeck’s relief that the edible plants and animals at the Cape were similar to those ‘at home’. He wrote that the fish at the Cape were ‘quite as good and tasty’ as ‘any fish in the Fatherland’. Even hippopotamus meat tasted ‘like calf’. This meant that the Cape was a viable place for the cultivation of fruit and vegetables grown from European seeds for European ships, and that European settlement was possible in this part of Africa. It also meant that this landscape could allow Europeans to be ‘civilised’ in it.

For instance, in October 1652, nearly six months after landing in Table Bay, DEIC employees held a farewell dinner for a group of visiting Company officials. Van Riebeeck described the menu: ‘Everything on the table was produced at the Cape: the fowls were reared here, new green peas, spinach, chervil, pot-herbs, asparagus (a finger’s thickness) and lettuce as hard as cabbage and weighing at least 1¼ lbs each.’ It is reasonable to assume that his cook did his best to replicate the cooking of the Netherlands. This was European cuisine prepared using vegetables grown from seeds imported from Europe, but produced in the Cape. This feast was more than a meal: its purpose exceeded simply providing a group of DEIC employees with dinner. The inclusion of local ingredients or aspects of Khoikhoi cuisine would have been seen to undermine the authority of European settlement in the Cape.

Food did facilitate contact with indigenous people: the Khoikhoi were as willing to accept bread, tobacco, and alcohol in barter as they were copper wire or beads. Yet the Khoikhoi did not willingly relinquish the one possession which the Dutch desired above all: their cattle. After an initial exchange of a cow and her calf for ‘3 small plates of copper and 3 pieces of ½ fathom copper wire’, the Khoikoi were considerably less forthcoming. Cattle were not only a source of protein for the Khoikhoi, but represented wealth and status. There is some evidence to suggest that the Khoikhoi actually ate very little red meat, keeping it – like many societies all over the world – for times of celebration and, even then, only slaughtering as few animals as possible. Bags of copper wire could not compensate for the loss of such valuable beasts.

It is, thus, telling that one of the few recorded Khoikhoi outbursts against the Dutch centres around food. The diarist and DEIC official JG van Grevenbroek spent much of his time at the Cape – which spanned between c.1685 and his death in c.1726 – compiling a study of a group of people whom he dubbed ‘Hottentots’, based on a series of interviews which he conducted with them. By 1705, Grevenbroek had written an account of various Khoikhoi groups in the western Cape. He paid a great deal of attention to their eating habits, and recorded one Khoikhoi man: ‘You eaters of grass and lettuce. Feed it to your oxen: personally we would rather fast. Your habits disgust and sicken us: we never belch or fart. With your foolish values, you treasure a woman’s necklace of tiny beads above sheep.’ Here, the Khoikhoi – accused by white settlers of being dirty, smelly, and uncouth – turn the tables on the Dutch colonists, describing them as uncivilised, and partly for their enthusiasm for ‘grass and lettuce’ – foodstuffs considered by the Khoikhoi to be cattle feed.

But Grevenbroek notes that Khoikhoi tastes did change:

Our lettuces also and other vegetables they have at length learned to eat greedily, thought at first, mocking the indiscriminate taste of Europeans, they would say that they were only fit to be eaten by cattle along with the grass of field. Then, if asked to lunch or dinner, they would retort, make the oxen your guests, pile up the grass, boasting that they could endure fasting and had learned to bear poverty from childhood.

Ironically, travellers to the Cape during the eighteenth and nineteenth centuries echoed the Khoikhoi outburst against Dutch settlers, describing the farmers of the rural interior as uncouth and uncivilised for their almost exclusively meat-based diets. James Ewart, a British officer stationed at the Cape between 1811 and 1814 described the ‘Boer’ – who was also, significantly, a stock farmer – with whose family he lodged on the eastern frontier:

At his meals that is dinner and supper the only which are regular, he eats an enormous quantity of beef or mutton swimming in the fat of the sheep’s tail, with a proportionate allowance of coarse bread or vegetables; this he washes down with liberal potations of common brandy, being excessively fond of ardent spirits, seldom using wine which he could easily procure. Having sufficiently gorged himself during dinner, he takes a sleep for two or three hours, and on rising again, resumes his pipe which is seldom out of his mouth.

These few examples demonstrate how food, and meat in particular, mediated the colonial encounter – and from both sides. I think that they are suggestive of a wider history which needs to be written about histories of meat, and especially red meat, in transnational perspective.

Conclusion

As histories of childhood tend to be about adults’ views of children rather than of children themselves – and the same could possibly said of animal history – so the history of food is not so much about food, but rather the complex interactions around it. Indeed, some of the worst examples of food history tend to focus on food itself, producing painfully nitpicking histories of ingredients and recipes. Nevertheless, a history of the ways in which we have used food to construct identities, to forge and break relationships, to fund and found empires, and to sustain economies provides us with new ways of understanding the functioning of imperialism, and of connecting global trends and changes with local, and even individual, experience.
