A Pumpkin Spice too Far

I spent most of October and November in the United States and Canada, coinciding with Canadian Thanksgiving, Hallowe’en, and, probably most importantly, pumpkin spice season. This blend of cinnamon, nutmeg, and cloves—the flavourings associated with pumpkin pie—has become comically ubiquitous in the US. Alongside pumpkin spice muffins, macaroons, and cupcakes, I saw pumpkin spice air freshener, rooibos tea, and beer. I tried pumpkin spice chips (inadvisable) and Icelandic yogurt (odd).

The pumpkin spice phenomenon originated in 2003, when Starbucks—then on the cusp of almost-global domination—debuted a new flavour for autumn. As reported last year to mark the drink’s ten-year anniversary, the company was hesitant to introduce the pumpkin spice latte. It already sold several flavoured coffees, but was not entirely sure that another seasonal drink would take off. They needn’t have worried. Forbes reports that in 2013 Starbucks had sold more than 200 million pumpkin spice lattes:

If you just do the math, that means Starbucks has sold an average 20 million beverages a year whose flavoring once belonged primarily in a seasonal pie…

At the basic price of about $4 for a 12-ounce tall size, PSL means at least $80 million in revenue … for Starbucks, which serves it beginning in September. … The company says the PSL is by far the most popular seasonal beverage in its lineup.

In fact, the pumpkin spice latte was held responsible for a bounce in the chain’s revenues this year. Outrages and fears over pumpkin spice shortages, and the annual dash for the first pumpkin spice latte of the season, are canny marketing strategies which have helped to position the drink—the #PSL on Twitter—alongside Starbucks’s red cups as a marker of the beginning of autumn and the holiday season. Unsurprisingly, other chains and supermarkets have begun to produce their own versions of the PSL.

Small, independent coffee shops—the alternatives to corporate caffeine—have also developed ways of cashing in on the pumpkin spice craze. I had a pumpkin pie flavoured latte at New Moon—an excellent café in Burlington, Vermont—and a lumberjack latte at Babo in Ann Arbor, Michigan. They were sweet and spicy: less coffee than coffee flavoured drinks.

I don’t think that the wild enthusiasm for pumpkin spice—as a flavouring—is particularly surprising. After all, in the US, Europe, and some other parts of the world, this combination of spices has long been a feature of winter or festive cooking and baking. A more interesting question is why Americans drink so much flavoured coffee. In the interests of research, I also tried vanilla, and brown sugar and sea salt flavoured coffees, and resolved never to waver from the true path of Americanos, flat whites, and the odd cappuccino. For all the fact that new technologies and techniques—drip, siphon, cold brew—have gained wild popularity for making coffee which tastes, apparently, more acutely and complicatedly of coffee, the popularity of flavoured coffees continues unabated.

America remains the largest coffee market in the world, with a third of consumers drinking ‘gourmet’ (or specially prepared) brews every day. To some extent, the ubiquity of coffee today is linked to a major fall in the price of the commodity twenty years ago. In 1962, John F. Kennedy shepherded the International Coffee Agreement into existence. Including mainly Latin American countries—the producers of superior Arabica coffee beans—the ICA controlled the price of coffee globally and was also intended to stabilise these countries’ economies, immunising them against potential Soviet influence. The ICA favoured the US and Brazil, giving both countries veto rights on policy decisions.

The collapse of the ICA, along with the Berlin Wall, in 1989 was produced both by shifting Cold War politics as well as by the emergence of new coffee producing countries—like Vietnam—which were not signatories to the Agreement. The fall in the price of coffee meant a coffee boom, particularly in the US where enthusiasm for Arabica had grown steadily over the course of the 1980s. It is no coincidence that you may have tried your first cappuccino—in the US and elsewhere—in the early 1990s. The growth of Starbucks—founded as a small independent in Seattle in 1981—traced the demise of the ICA and the fall in the international coffee price.

It is now easier than ever to buy extraordinarily good coffee for relatively little money. I wonder if this could account for the amazing variety of coffee based drinks available in the US. As a cheap beverage—as an affordable luxury, as Sidney Mintz describes the consumption of sugar in the nineteenth century—has coffee become unmoored from its position as a bitter drink to be had in small quantities at defined moments in the day, to a sweet, comforting snack to be consumed at any time?

The Politics of the Plate

Last week, Michael Pollan argued in the New York Times that this year’s American presidential election may be the first time that the food movement enters mainstream politics. Pollan suggests that the debate around California’s Proposition 37, which would require all products containing genetically modified food to be labelled, is indicative of wider disenchantment with the American food industry:

What is at stake this time around is not just the fate of genetically modified crops but the public’s confidence in the industrial food chain. That system is being challenged on a great many fronts – indeed, seemingly everywhere but in Washington. Around the country, dozens of proposals to tax and regulate soda have put the beverage industry on the defensive, forcing it to play a very expensive (and thus far successful) game of Whac-A-Mole. The meat industry is getting it from all sides: animal rights advocates seeking to expose its brutality; public-health advocates campaigning against antibiotics in animal feed; environmentalists highlighting factory farming’s contribution to climate change.

This disillusionment with Big Food has produced an attempt at transparency by businesses like Monsanto and Nestle, whose recent advertising campaigns have gone out of their way to paint these organisations as purveyors of honest good food.

Pollan wonders, though, if this public scepticism of the industrialised food chain, coupled with the relatively recent interest in ‘whole’ and ‘real’ food sold at farmers’ markets, in vegetable box schemes, and at independent shops, will translate into anti-Big Food votes. In other words, will – largely – middle-class willingness to support small and local producers translate into a political movement?

But this certainly won’t be the first time that food has become a vehicle for political engagement. In fact, it was through food and drink that women all over the world first entered politics at the end of the nineteenth century.

When I went through the photographs I took on a recent trip to Australia, I realised that I’d taken pictures of coffee palaces in nearly every town and city I had visited – these are a couple of them:

These coffee palaces were established in Australia – and elsewhere – by the temperance movement which swept the globe during the nineteenth century. Coffee palaces, coffee shops, and other, similar, cafes and meeting places were meant to entice men away from pubs, saloons, and ‘canteens’, as they were called in South Africa.

Temperance was one of several causes – from single, working women to abused and neglected animals and children – associated with middle-class philanthropic organisations during the Victorian period. From the 1870s, though, temperance became increasingly associated with women.

The founding of the Women’s Christian Temperance Union (WCTU) in the US in 1874 was a pivotal moment – not only in the history of opposition to public drinking, but in the development of feminism. Jed Dannenbaum describes its origins:

On Sunday, December 23, 1873, Boston-based itinerant lecturer Dio Lewis visited the community of Hillsboro, Ohio. His topic for the evening was temperance reform. Lewis urged the women of the community to band together and pray in the local saloons in an attempt to close them. The next day, Christmas Eve, a group of Hillsboro women enacted Lewis’s plan. The Women’s Crusade had begun.

In the next four months over 32,000 women in more 300 Ohio communities participated in the Crusade. The movement spread throughout the country to several hundred other communities, and in many the crusades succeeded in closing, at least temporarily, all the local retail liquor outlets. The Women’s Crusade severely disrupted the liquor trade and forced out of business manufacturers and wholesalers as well as retailers. Within the year the Crusade had evolved into the Women’s Christian Temperance Union (WCTU), an organisation that was to help shape American history for many decades to come.

Although predated by local temperance organisations, a branch of the WCTU was established in the Cape Colony in 1889 after the visit of an American woman activist to the Huguenot Seminary in Wellington, a small town in the wheat- and wine-producing south-western Cape. Huguenot was modelled on Mount Holyoke Seminary in Connecticut and was staffed by American teachers, who invited representatives of the WCTU to tour the colony.

As in other parts of the world, the Cape WCTU campaigned against the sale of alcohol, promoted temperance by persuading teetotalers to sign pledges never to drink, and organised clubs and societies for children. The Myrtle Branch – run by the Young Women’s Christian Temperance Union in Wellington – taught children about the dangers of tobacco and alcohol, as the secretary noted of a meeting in 1896:

Mrs Fehr spoke to us, she told us that strong drink leads to anger, debt, despair, destruction, and death and showed us how it leads on from one to the other.

Why, then, the appeal of temperance work to so many middle-class women? All over the world, it was a movement to protect the family – specifically women and children – against the violence and erratic behaviour of alcoholic men. Pubs, saloons, and canteens were seen as places where family budgets were squandered on cheap drink, while wives and children waited at home, anxiously, for the return of drunken, and potentially violent, heads of households.

The Cape’s WCTU – like sister unions in Britain and elsewhere – broadened its activities to campaign to protect women and children from ‘vice’, disease, and abuse. It ran a strong campaign against the re-introduction of the Contagious Diseases Act in the Cape in 1891 on the grounds that it was an ‘indignity to women’. In 1893, allied with organisations like the Citizen’s Law and Order League and the Women’s Purity Society, the WCTU campaigned for the raising of the age of consent for girls from twelve to fourteen years, and also for the better control, or eradication, of brothels and prostitution.

It made sense, then, that the WCTU in the Cape established a franchise department in 1895, on the grounds that women’s demands would only be taken more seriously if they could wield power via the ballot box. The collection of Women’s Enfranchisement Leagues established around South Africa between 1902 and 1910 – which were united as the Women’s Enfranchisement Association of the Union in 1911 – owed their origins to the WCTU.

What the campaign against alcohol did was to allow women to enter the male-dominated public sphere. Women and children, they argued, bore the brunt of men’s alcoholism. Theirs was a campaign to maintain the sanctity of family life.

In the United States, a similar movement grew up around concerns about the safety of food processed in factories. A series of scandals drew attention to the ways in which manufacturers added a range of substances – from chalk to arsenic – either to make products go further, or to improve their colour and texture. The women-led campaign for pure food – which culminated in the passing of the Pure Food, Drink, and Drug Act in 1906 under Teddy Roosevelt – was also described as a movement to protect the family.

For all the controversy over the campaign for women’s suffrage around the world during the late nineteenth and early twentieth centuries, it’s worth noting that the food- and drink-based campaigns that gave rise to the franchise movement were often deeply conservative. Writing about the pure food campaigners in the 1880s and 1890s, Lorine Swainston Goodwin explains:

They had formed independent literary clubs, village improvement societies, women’s granges, mother’s circles, and a wide assortment of other groups dedicated to self-improvement and to the well-being of their families and neighbours. The altruistic nature, conservative facade, and vitality of the new organisations appealed to a wide cross-section of discreet women who saw the need to improve and protect their society by employing prudent means, such as circulating petitions, and using personal influence, expose, and court action to achieve effective methods of controlling food, drink, and drugs.

Temperance, too, was often a deeply conservative movement – and this extended to the franchise campaign. The WEAU in South Africa campaigned only for white women’s right to vote; Emmeline Pankhurst was a lifelong Tory; and it’s striking how many British suffragettes went on to be enthusiastic supporters of fascism. Early feminism was not necessarily on the political left.

Pollan’s appeal for the food movement to enter politics is part of a fairly long history of food-based political campaigning. And although it’s clear that he imagines that supporters of the anti-Big Food lobby will vote for Obama (and please do, lovely American readers – and you can donate to his campaign here), there are some lessons to be learned from the temperance and pure food movements of the late nineteenth century: people – women, in particular – became involved in them because they perceived drunkenness and adulterated food to be threats to everyday life. They also meshed with women’s dissatisfaction with being left out of the political process.

Unfortunately, many of the markers of Pollan’s food movement of the early twenty-first century – like farmers’ markets – are perceived as being out-of-reach of the average American. For the food movement to enter politics, it needs to make itself relevant to the lived experiences of ordinary people – and to connect to concerns, like unemployment or welfare, which they feel to be more important. It needs to shed its aura of elitism.

Not in my trolley

This has not been a particularly edifying week for white South Africans. After an angry blog post about Woolworths’s hiring policies went viral, a surprisingly large group of white people have threatened to boycott the supermarket. Woolies – an upmarket food-and-clothing store similar to Marks and Spencer in the UK – notes in some of its job advertisements that certain positions are available only to black candidates.

Pierre de Vos, Professor of constitutional law, points out that this is ‘neither illegal nor unconstitutional.’ The purpose of the measure is to address the absence of black South Africans in particular categories of jobs. The company has not introduced a moratorium on hiring whites, and whites may still apply for jobs advertised as being aimed specifically at black candidates.

In a magnificent riposte to the white loons threatening never to shop again at Woolworths – in the strange belief that other supermarkets don’t have similar hiring policies (they do) – Ferial Haffajee, editor of the City Press, explained:

Without affirmative action, I would likely be a retrenched clothing factory worker or a low-level banking clerk. That was the expected, the planned outcome for people like me. The system was called apartheid. We needed help to escape our destiny and millions of South Africans still need that help.

It is not reverse racism, but a Constitutional imperative to fix our society. …those of you who spammed the Woolies CEO for applying the law are wrong. You discount, completely, the role of inter-generational privilege in your life.

To make a good future society demands we have make-right policies for the old one. It doesn’t fix itself.

I doubt that the boycott will have any effect on Woolies’ sales this year. The satirical site Hayibo summed up middle-class South Africans’ relationship with the store particularly well:

‘I will never shop at Woolies again, until later this afternoon when I will go and get salmon and malva pudding,’ said one irate shopper.

Indeed.

As this was a lost opportunity to have a constructive discussion about affirmative action and economic empowerment in post-apartheid South Africa – two issues always worth thinking about – this also represents a moment to think about the nature and effects of consumer boycotts.

I was particularly amused by this threatened whites-only boycott because of the impact that international boycotts had on apartheid South Africa. The country’s economy was brought to its knees after the 1986 Comprehensive Anti-Apartheid Act became law in the US, preventing American businesses and banks from exporting and importing some commodities to and from South Africa, and investing in, and extending loans to, the country. Sport and cultural boycotts accompanied these sanctions.

The Anti-Apartheid Movement in Britain originated as a boycott campaign against South African produce in 1959. It organised boycotts of Cape Fruit, Outspan oranges, and a range of other products, as well as of businesses like Barclays and Total which operated in South Africa. Even if this campaign – and others around the world – didn’t pose as much as a threat to the apartheid state as the sanctions of the 1980s, what they achieved was to make ordinary people aware of apartheid by appealing to them not to support the South African economy.

There seems to have been an increase in this kind of political consumer boycott since the 1980s, and probably as a result of a heightened awareness of the connection between the exercise of political power and the emergence of global corporations. One of the best – and most successful – examples of these was the Nestle Boycott organised by War on Want and other groups in 1977, to draw attention to the link between the marketing of infant formula and high rates of child mortality in the developing world.

But political consumerism and consumer boycotts have existed long before then. In fact, the abolitionist movement has been described as one of the first examples of concerted consumer activism in support of a political cause. Not only could early opponents to slavery buy abolitionist-themed crockery from Wedgwood, but, particularly during the nineteenth century, abolitionists all over the world refused to buy American sugar or cotton.

Lawrence B. Glickman writes:

consumer activism – the attempt to mobilise consumers for political purposes – has been important to American political culture at least since the Boston Tea Party. Indeed…American national identity was forged in no small part through collective acts of consumption. Central to African American claims for political and economic inclusion have been demands for…‘consumer entitlement,’ ranging from boycotting Jim Crow street cars to taking advantage of the ‘autonomy and anonymity’ of catalogue shopping as a way of avoiding mistreatment by merchants, to boycotting tourism in South Carolina as a way of protesting the Confederate flag that until recently flew over the state house. Similarly…among many women in the Progressive Era ‘consumer consciousness built political consciousness’ as they boycotted unsafe and costly food and campaigned for minimum wages and decent labour standards for those who produced what they bought.

It’s striking how frequently consumer boycotts have been used by those who are politically and socially marginalised, to demand equal treatment and an end to discrimination. They were a key strategy in the American Civil Rights movement, and featured to some extent in the Defiance Campaign against apartheid legislation in the early 1950s, and, later, during the township rebellion in the 1980s.

Some of the earliest consumer boycotts in the United States and Britain were organised by women, and usually in response to sudden increases in the price of staple foods. For instance, in 1902, immigrant Jewish women in New York organised a boycott after the price of Kosher beef increased by half. By withdrawing their support from local butchers – and, admittedly, rioting in lower Manhattan – they managed to reduce prices.

In 1924 and 1933, Jewish women in Toronto – many of them members of communist groups – also organised boycotts of Kosher butchers to protest rising prices of meat. On both occasions, significant numbers of women were mobilised not only to stop shopping for meat, but to picket butchers.

Indeed, there were widespread boycotts organised by women during the Great Depression. These ‘housewives’ protests’ were part of a broader movement in which women sought to mitigate the effects of the Depression by lobbying government, planting community gardens, establishing bartering systems for food and other goods, and even engaging in acts of civil disobedience. In Cleveland, for instance, black mothers protested a power company’s decision to switch off electricity as a result of non-payment of bills, by hanging wet washing over the power lines. The electricity was switched on the next day.

In 1946, the Washington Committee for Consumer Protection was formed by a group of women – including some who had been active in union politics during the 1930s – to organise boycotts of red meat and other products to protest the increase in food prices at the end of the Second World War. (The American government had kept them artificially low during the conflict.) Other committees organised boycotts of milk and dairy products for similar reasons.

Boycotts demonstrate particularly well that buying power – and the exercise or withholding of this power – seems to function as a replacement of real access to political power for those who are socially marginalised.

I don’t want to suggest for a moment that there’s an equivalence between the heroic housewives of 1930s America and the white nitwits who are trying – and probably failing – to organise a boycott of Woolworths. But I do think that the rage which has propelled this boycott suggests that there is a section of South Africa’s white population which feels – with some justification – that its interests are not being represented by mainstream political parties. And this is worth taking seriously.

A Hungry World

One of the best parts of teaching a course on African history is being able to introduce students to Binyavanga Wainaina’s amazing essay ‘How to Write about Africa’. In my first lecture, I wanted to emphasise the disconnect between the (powerful) narratives which have been developed about the continent – by travellers, politicians, journalists – and its history, societies, politics, and economics. Wainaina’s achievement is that he draws attention to a range of usually unchallenged assumptions about Africa, and shows them to be ridiculous:

Never have a picture of a well-adjusted African on the cover of your book, or in it, unless that African has won the Nobel Prize. An AK-47, prominent ribs, naked breasts: use these. If you must include an African, make sure you get one in Masai or Zulu or Dogon dress.

In your text, treat Africa as if it were one country. It is hot and dusty with rolling grasslands and huge herds of animals and tall, thin people who are starving. Or it is hot and steamy with very short people who eat primates. Don’t get bogged down with precise descriptions. Africa is big: fifty-four countries, 900 million people who are too busy starving and dying and warring and emigrating to read your book. …

Taboo subjects: ordinary domestic scenes, love between Africans (unless a death is involved), references to African writers or intellectuals, mention of school-going children who are not suffering from yaws or Ebola fever or female genital mutilation.

Recently, there has been a lot of discussion, particularly in the United States, about how the western media covers Africa. Laura Seay writes in an excellent article for Foreign Policy:

Western reporting on Africa is often fraught with factual errors, incomplete analysis, and stereotyping that would not pass editorial muster in coverage of China, Pakistan, France, or Mexico. A journalist who printed blatantly offensive stereotypes about German politicians or violated ethical norms regarding protection of child-abuse victims in Ohio would at the least be sanctioned and might even lose his or her job. When it comes to Africa, however, these problems are tolerated and, in some cases, celebrated. A quick search of the Google News archives for ‘Congo’ and ‘heart of darkness’ yields nearly 4,000 hits, the vast majority of which are not works of literary criticism, but are instead used to exoticise the Democratic Republic of the Congo while conjuring up stereotypes of race and savagery. Could we imagine a serious publication ever using similar terminology to describe the south side of Chicago, Baltimore, or another predominately African-American city?

Similarly, Jina Moore makes the point in the Boston Review that believing that journalists should only report incidents of violence or suffering, instead of other aspects of life on the continent, is

a false choice. We can write about suffering and we can write about the many other things there are to say about Congo. With a little faith in our readers, we can even write about both things – extraordinary violence and ordinary life – in the same story.

These narratives – these stories, these reports and articles about Africa – have a measurable impact on the ways in which the rest of the world interacts with the continent. Tracing a shift in American attitudes towards Africa from around 2000, when concern about the AIDS epidemic was at its height, Kathryn Mathers writes:

Suddenly there were no conversations about new democracies in Africa, or investment opportunities; the potential consumers were represented as too sick to labour, let alone to shop. This became the burden of caring Americans whose consumption practices can give a sick child in Africa ARVs or provide mosquito nets against the ravages of malaria.

To coincide with the final day of the 2012 Olympics, David Cameron and the Brazilian vice-president Michel Temer will host a summit on hunger and malnutrition in the developing world. It will be attended by officials from the US Department of Agriculture and the UK Department of International Development, as well as a clutch of celebrities. As an editorial in the Guardian puts it, ‘when tackling malnutrition involves photo-opportunities with icons such as Mo Farah and David Beckham, it’s hard not to be sceptical’ about the impact that this summit will have.

Although the summit was planned months ago, its timing is particularly apt: the world is facing another food crisis. Since the end of July, it’s become clear that the bumper harvest predicted, globally, for 2012 was not to be – in fact, maize and wheat yields are down. This year’s soybean crop is the third worst since 1964. Reading about this crisis, you’d be forgiven for thinking that it is exclusively the problem of poor nations: we know that Zimbabwe, the Sahel region, the Horn of Africa, and Yemen all face severe food shortages, and that the price of food is increasing in Egypt, Mexico, South Africa, and other middle-income nations.

However, the immediate cause of this food crisis lies far away from the regions worst affected by malnutrition and high food prices: in the United States, which is currently experiencing its worst drought in almost a century. More than half the country’s counties – 1,584 in 32 states, including Iowa, Indiana, Oklahoma, and Wyoming – have been declared disaster areas.

It’s difficult to underestimate just how devastating this drought has been (and is):

Wherever you look, the heat, the drought, and the fires stagger the imagination.  Now, it’s Oklahoma at the heart of the American firestorm, with ‘18 straight days of 100-plus degree temperatures and persistent drought’ and so many fires in neighbouring states that extra help is unavailable. It’s the summer of heat across the U.S., where the first six months of the year have been the hottest on record…. More than 52% of the country is now experiencing some level of drought, and drought conditions are actually intensifying in the Midwest; 66% of the Illinois corn crop is in ‘poor’ or ‘very poor’ shape, with similarly devastating percentages across the rest of the Midwest.  The average is 48% across the corn belt, and for soybeans 37% – and it looks as if next year’s corn crop may be endangered as well. …according to the Department of Agriculture, ‘three-quarters of the nation’s cattle acreage is now inside a drought-stricken area, as is about two-thirds of the country’s hay acreage.’

There are suggestions that the Midwest is in danger of experiencing a second Dust Bowl. But the drought is not limited to the US: unusually dry summers have reduced harvests in Russia, the Ukraine, and Kazakhstan. And the effects of these poor yields will be felt around the world. Even if, as the Financial Times reports, the drought will push up prices of beef, pork, and chicken in the United States and Europe, the countries most at risk of food shortages, and, indeed, of social unrest, are those which rely on food imports to feed their populations.

If rates of malnutrition are to be reduced and food shortages, addressed, then politicians will have to consider them in global context. They will have to rethink America’s energy policies, which have allowed for almost forty per cent of the country’s corn crop to be devoted to ethanol production. They will have to address the impact that financial speculation has on the price of food commodities. A report published by the New England Complex Systems Institute suggests that food price increases are likely to be exacerbated by the unregulated trade in staples like maize and wheat.

Even these measures will not be enough to ensure adequate access to food for all people: we need to find strategies to slow down and mitigate the effects of climate change; social and economic inequality in the developing world must be addressed; land grabs need to be halted; and agricultural policies in sub-Saharan Africa and elsewhere need to favour small farmers.

In the same month in which the tofu industry in Indonesia has threatened to down tools over rising soybean prices, the cost of maize meal is increasing in Mexico, and there were protests in Iran over price of chicken, the grain trader Cargill announced revenues of $134 billion. This state of affairs is not sustainable.

While it’s certainly the case that famine and malnutrition in parts of sub-Saharan Africa are the products of dysfunctional and corrupt governments, it’s also true that as part of a globalised food system, food insecurity in Africa – and the rest of the developing world – is connected to a set of problems which can only be solved on an international scale.

This is, then, a global crisis. But reporting has tended to disassociate its cause and effects: hunger in Africa is reported separately from the drought in the northern hemisphere and the spike in food prices. Cameron’s summit on malnutrition focuses exclusively on the developing world. I think that this is partly as a result of the narratives which inform reporting on these regions: America is an agricultural superpower, while Africa is a site of terminal decline and disaster. It’s worth noting that America’s poor harvest tends to be reported on in the environmental or financial sections of newspapers and websites, while hunger and malnutrition in sub-Saharan Africa and south Asia are relegated to the sections dealing with aid or development. Linking malnutrition in South Sudan to the maize harvest in Indiana would upset these ways of thinking about Africa and the United States.

Breast is Best?

On a cold morning in early December last year, I found myself sitting in the Highgate Literary and Scientific Institution in London, looking at pages and pages of breasts.

Pausing occasionally to wonder at the collection of life choices which had led to this moment, I scanned these black and white photographs of lactating women from the 1920s and 1930s, attempting to understand the set of criteria according to which they were categorised into ‘good’ and ‘bad’ breasts.

The pictures were taken and kept by the Mothercraft Training Centre in London, and were intended for nurses and other healthcare practitioners working with mothers and young babies. Informed by the programme of scientific childrearing developed by the New Zealand doctor Truby King during the first decade of the twentieth century, the Centre’s staff promoted breastfeeding as the best way of providing babies with adequate nutrition.

In King’s view, breastfeeding needed to be approached scientifically. Mothers should not feed on demand but, rather, according to a strict schedule, depending on the age of the infant. This feeding by the clock was a technique aimed as much at mothers as it was at shaping obedient and self-reliant babies and young children.

Like other specialists in the relatively new field of paediatrics, King believed that mothers were irrational and emotional, and inclined to follow what he characterised as the unscientific and unsanitary advice provided by their female relatives. By breastfeeding in King’s ‘scientific’ manner, mothers could learn to be rational creatures.

In King’s view, not only were there right and wrong ways of breastfeeding, but also good and bad breasts. The photographs in the Mothercraft Training Centre’s collection were meant to help nurses identify the link between the shape of women’s breasts and the ways they would feed their babies.

I was reminded of these photographs this week by the most recent cover of Time magazine, which features 26 year-old Jamie Lynn Grumet breastfeeding her son. She is young, slim, and wears a skimpy top, and her child is a sturdy three year-old.

The debate which erupted around the cover focussed on the age of the boy: wasn’t it weird, asked some, for a mother to be feeding so old a child? The picture – deliberately, I think – provoked this controversy by upsetting contemporary notions of what nurturing motherhood should look like.

But what interested me is that Time chose this particular photograph for its cover. The edition’s focus is not, in fact, on breastfeeding. It’s about a popular childrearing guide The Baby Book (1992) written by William Sears, which advocates that mothers and babies remain as close together as possible for as long as possible. Kate Pickert explains:

While the concept sounds simple, the practicalities of attachment parenting ask a great deal of mothers. The three basic tenets are breast-feeding (sometimes into toddlerhood), co-sleeping (inviting babies into the parental bed or pulling a bassinet alongside it) and ‘baby wearing,’ in which infants are literally attached to their mothers via slings. Attachment-parenting dogma also says that every baby’s whimper is a plea for help and that no infant should ever be left to cry.

Hilariously lampooned by Maggie Gyllenhaal in Away We Go, attachment parenting has been the subject of extensive and frequently ferocious debate. Breastfeeding, though, is only one feature of this particular mode of parenting. So why the cover on Time? It’s partly because photographs of breastfeeding women still – depressingly – provoke argument. As Jill Lepore writes, there’s a long history of banning magazines which print pictures of breastfeeding women:

Like its historical antecedents – a centrefold in a 1938 issue of Life called ‘The Birth of a Baby,’ and another, in 1965, called ‘The Drama of Life’ – it has gotten a great deal of attention. Sales have been brisk. Interest has been prurient. Outrage is all the rage.

Lifes ‘Birth of a Baby’ issue was banned all over the country (but not before selling seventeen million copies). Overnight, Gallup conducted a nationwide poll, asking: ‘In your opinion, do these pictures violate the law against publication of material which is obscene, filthy or indecent?’ (Twenty-four per cent of respondents said yes; seventy-six per cent no.) A generation later, the photographs on the 1965 cover, ‘The Drama of Life’ were shipped into outer space on board the Voyager (but not before selling eight million copies in four days). Each gave rise to criticism, some of it quite wonderful. The week after Life published ‘The Birth of a Baby,’ The New Yorker published a parody, called ‘The Birth of an Adult,’ written by EB White. ‘The Birth of an Adult is presented with no particular regard for good taste,’ White wrote. ‘The editors feel that adults are so rare, no question of taste is involved.’

‘Respectable’ news magazines often print photographs of women with semi-covered breasts. If these usually sexualised images of women are tolerated, why do pictures of breastfeeding women provoke such disgust? Given that the World Health Organisation and many governments advise mothers to breastfeed their babies exclusively for the first six months of life, it seems strange that breastfeeding women should be regarded as a kind of social embarrassment.

Indeed, Facebook’s decision to treat photographs of women breastfeeding as pornography, and women’s experiences of being forced out of public spaces when breastfeeding, seem to suggest that the issue is connected to how women’s bodies are understood socially.

Our bodies are socially and culturally constructed. As South Africa has seen over the past fortnight, the portrayal of the President’s penis in Brett Murray’s painting ‘The Spear’ has provoked outrage partly because it defies taboos around nudity in some South African communities and is seen as being part of a long history of white exploitation of black bodies.

Depictions of breastfeeding women are relatively common in art before the early twentieth century. These were meant to celebrate women as mothers – in a role which most believed celebrated women’s God-given and ‘natural’ role on earth. The photographs of lactating breasts in the Mothercraft Training Centre collection were intended for medical purposes – as were the pictures of breastfeeding mothers in mothercraft publications. I wonder if it’s possible to link the worldwide decline in breastfeeding during the 1940s and 1950s to the decreasing tolerance for the portrayal of breastfeeding women in popular publications? As breasts have become increasingly sexualised in advertising and the media, has this accompanied a discomfort with the idea that they can also be used to nourish and to nurture?

Although decades apart, there are similarities between the attitudes which informed mothercraft and those behind the Time cover: that women’s bodies are not their own to control. The Time cover suggests, firstly, that breastfeeding in public is not only worthy of comment, but also freakish – that it should be done within the secluded confines of the home. And, secondly, it implies that when women are in charge of raising their children, they behave irrationally: that they embrace ‘gurus’ and are ‘driven to extremes’. There is nothing on this cover to suggest that this mother chose – calmly and carefully – to feed and to care for her child in this way.
